Job Overview:
The Procurement Specialist position is situated within the Procurement Division of the Procurement, Portfolio, and Financial Management Department at ADB. This role is crucial for supporting the organization's mission by ensuring effective procurement processes that align with ADB's goals. The specialist will be responsible for conducting country procurement diagnostic assessments, assisting governments in strengthening their procurement systems, and developing procurement strategies that deliver value-for-money outcomes. The position requires a proactive approach to advising on contract management issues and developing knowledge products related to procurement. The specialist will also lead procurement design and implementation during the processing and evaluation of loan and technical assistance projects, ensuring compliance with ADB's procurement procedures. This role is pivotal in supporting the digital transformation of procurement through e-procurement programs and data analytics, thereby enhancing decision-making and procurement strategies within ADB and its member countries.

Duties and Responsibilities:
The Procurement Specialist will undertake a variety of responsibilities, including but not limited to: conducting country, sector, and project-level procurement risk assessments; developing mitigation measures and procurement strategies for investment projects; leading procurement design, review, and implementation during loan and technical assistance project processing; advising on procurement approaches and ensuring compliance with ADB procedures; managing contract issues and reviewing bidding and contract documents; processing and administering procurement-related technical assistance projects; contributing to the development of procurement policies and good practices; supporting digital transformation initiatives in procurement; delivering training and capacity-building programs for ADB and government staff; and providing guidance and oversight to junior team members.

Required Qualifications:
Candidates must possess a university degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, Law, or related fields, with a preference for post-graduate qualifications. A minimum of 6 years of relevant experience in procurement, project management, or related areas is required, including international experience across multiple countries. Familiarity with multilateral development banks' procurement policies is preferred, along with demonstrated experience in leading projects and conducting knowledge-sharing sessions. Candidates should also have experience in sectors such as agriculture, energy, education, health, transport, and water and urban development.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as Business Administration, Economics, Engineering, Public Procurement, Public Policy, or Law. A post-graduate degree or equivalent qualification is preferred, indicating a higher level of expertise and understanding of the complexities involved in procurement and project management.

Experience:
The position requires at least 6 years of relevant experience in procurement, project management, or related fields. Candidates should have a proven track record of working in various international contexts, demonstrating adaptability and a comprehensive understanding of procurement processes across different sectors.

Languages:
Proficiency in written and verbal English is mandatory, along with proficiency in the local language as applicable. Familiarity with additional languages may be considered an asset, enhancing communication and collaboration with diverse stakeholders.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The position is full-time and based at ADB's headquarters in Manila, Philippines, with relocation expenses covered if applicable.
