Job Overview:
The North East Syria (NES) Field Coordinator is a pivotal role within Solidarités International, acting as a delegate from the director" style="border-bottom: 1px dotted #007bff !important;">Country Director (CD) for the NES region. This position involves proposing an area strategy that aligns with the geopolitical and humanitarian context of the region and ensuring its implementation once validated. The Field Coordinator is responsible for overseeing that projects adhere to the Solidarités International charter and comply with all internal and contractual procedures. This role also includes mobilizing necessary material and financial resources for program execution and supervising resource management. The Field Coordinator coordinates the teams in the assigned zone and is responsible for their security" style="border-bottom: 1px dotted #007bff !important;">security, acting as the direct contact and representative of the Country Director. The position requires a proactive approach to adapt to the fluid and complex operational environment in Northeast Syria, which is characterized by damaged infrastructure and limited access to basic services.

Duties and Responsibilities:
The Field Coordinator's duties include leading base-level right-sizing and restructuring efforts by conducting a rapid review of the organizational structure, staffing, and costs. They will propose and initiate adjustments in line with funding and priorities while ensuring fair and compliant HR processes. The Field Coordinator is tasked with stabilizing teams through structured change management, providing clear communication, role clarification, and prioritization to maintain continuity and reduce disruption. They must align base systems and operational processes with Country Office standards, ensuring that all operational, programmatic, and support processes are consistent with the objectives and procedures of the Country Office. Additionally, the Field Coordinator is responsible for strengthening delegation and accountability within the base team, clarifying roles, reinforcing ownership at the managerial level, and reducing unnecessary escalations. They must ensure the continuity and quality of program implementation during transitions, maintaining oversight of WASH, Food Security & Livelihoods, and Cash-Based Assistance activities to ensure compliant and relevant delivery.

Required Qualifications:
Candidates must possess a Bachelor’s degree in a relevant field. They should have a minimum of 5 years of experience in the humanitarian sector, with 0 to 2 years of experience in a similar position. Technical skills required include experience in multi-department team management, security management in unstable contexts, and a strong understanding of sub-office management, including financial, HR, logistics, and project cycle management. Transversal skills such as excellent communication and interpersonal skills, the ability to remain calm under pressure, organizational efficiency, a sound understanding of gender issues, and sensitivity to cultural differences are also essential.

Educational Background:
A Bachelor’s degree in a relevant field is required for this position. This educational background should provide the foundational knowledge necessary for effective management and coordination in humanitarian contexts.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian sector, with specific experience in a similar role ranging from 0 to 2 years. This experience should encompass multi-department team management and security management in unstable environments, demonstrating the candidate's ability to navigate complex operational challenges.

Languages:
Proficiency in English is necessary for this role, while knowledge of Arabic would be considered an asset. This linguistic capability is crucial for effective communication within the team and with local stakeholders.

Additional Notes:
The position is a salaried role with compensation starting from EUR 3080 gross per month, which includes a base salary of EUR 2800 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. Living conditions in Raqqa include a compound with adequate facilities for staff events, although there are some limitations due to curfews and security concerns. However, the area offers a variety of local and imported products, with access to additional supplies in Erbil.
