Job Overview:
The Principal Procurement Specialist position is a critical role within the Procurement Division of the Procurement, Portfolio and Financial Management Department at ADB. The selected candidate will lead procurement operations for specific sectors or resident mission teams, ensuring compliance with ADB's procurement policies and procedures. This role involves providing technical guidance, capacity development, and support to improve the implementation performance of ADB's portfolio of loans, grants, and technical assistance. The Principal Procurement Specialist will also advise on the use of FIDIC contracts and performance-based contracting formats, and will be responsible for leading projects aimed at enhancing ADB's procurement policies and procedures. The position requires strong leadership skills to manage junior team members and oversee the procurement portfolio, while also maintaining client relationships and ensuring the quality of deliverables.

Duties and Responsibilities:
The Principal Procurement Specialist will have a wide range of responsibilities, including leading procurement operations in assigned sectors or resident mission teams, overseeing the procurement portfolio, and managing client relationships. Key duties include:
  • Overseeing and reviewing borrowers' procurement actions and submissions for engaging consultants under ADB loans.
  • Performing country, sector, and agency procurement risk assessments.
  • Providing technical guidance and advice on the use of FIDIC contracts and performance-based contracting.
  • Leading the design, processing, administration, and evaluation of loan and technical assistance projects with a focus on procurement and contract management.
  • Supporting sector divisions during processing and administration missions, providing quality input for Board documents.
  • Processing and administering technical assistance projects related to procurement and project administration.
  • Enhancing procurement policies and procedures and coordinating harmonization with other development agencies.
  • Preparing and delivering tailored training for ADB and executing agency staff to develop procurement skills.
  • Leading outreach events and business opportunity seminars. 1
  • Reviewing team members' deliverables and providing guidance and support to ensure high-quality outputs. 1
  • Monitoring the performance of reporting staff and ensuring their ongoing development. 1
  • Undertaking additional tasks as assigned in the workplan.

Required Qualifications:
Candidates must possess a Master's degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or related fields. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 12 years of relevant experience in procurement, project management, or related areas, with international experience across multiple countries. Familiarity with ADB's and other multilateral development banks' procurement and consulting services policies is also required.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Business Administration, Economics, Engineering, Public Procurement, or Public Policy. A university degree with significant specialized experience may also be acceptable, demonstrating a strong foundation in procurement and project management principles.

Experience:
The position requires a minimum of 12 years of relevant experience in procurement, project management, or related fields. Candidates should have experience working at senior levels in sectors such as agriculture, natural resources, transport, energy, water and urban development, human sector development, or digital infrastructure. International experience in various countries is essential, showcasing the ability to lead teams and manage complex projects effectively.

Languages:
Proficiency in written and verbal English is mandatory, along with proficiency in the local language as applicable. Familiarity with additional languages may be considered an asset, enhancing communication and collaboration within diverse teams.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs. The position is full-time and requires relocation to Manila, Philippines, with all reasonable relocation expenses covered.
