Job Overview: The position of Responsable de Département Finance involves working under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Finance for Operations. The role is primarily focused on providing support and replacement for the Finance Department Head in Action contre la Faim's country offices in France. The responsibilities are divided between fieldwork (85% of the time) and headquarters activities (15% of the time). In the field, the individual will support country offices on pre-identified issues, ensure reporting of field experiences, draft mission end reports, and share recommendations with relevant stakeholders. At headquarters, the role includes participating in operational or organizational finance projects, updating procedures, and providing support based on the association's priorities. This position is critical in ensuring the financial integrity and operational efficiency of the organization.
Duties and Responsibilities: The duties and responsibilities of the Responsable de Département Finance include:
Supporting country offices on financial issues identified by the Regional Finance Manager and Country Director, with deployments lasting from two weeks to two months.
Ensuring accurate reporting of field experiences and drafting end-of-mission reports to be shared with the Regional Finance Manager, Country Director, and Deputy Director of Finance for Operations.
Providing recommendations to the Finance Department Head, Country Director, Regional Finance Manager, and Regional Operations Director.
Participating in operational or organizational finance projects at headquarters.
Identifying needs for updating financial procedures and proposing necessary adaptations.
Offering support within the Finance Department based on the association's priorities.
Engaging in team management and problem-solving to enhance financial operations.
Required Qualifications: Candidates must possess a Master 1 and/or Master 2 degree in finance, management, or accounting. They should have at least five years of professional experience in a similar role within an international NGO, preferably with Action contre la Faim. The ideal candidate will have experience in budget management across multiple projects with significant volumes. They should be recognized for their organizational skills, rigor, and flexibility, as well as their ability to manage complex financial systems. Proven team management skills and strong problem-solving capabilities are essential.
Educational Background: The educational background required for this position includes a Master 1 and/or Master 2 degree in finance, management, or accounting. This advanced education is crucial for understanding the complexities of financial management within an NGO context and for effectively contributing to the organization's mission.
Experience: The position requires a minimum of five years of professional experience in a similar role within an international NGO. This experience should ideally include budget management for multiple projects, demonstrating the candidate's ability to handle significant financial responsibilities and challenges.
Languages: Fluency in French, both spoken and written, is mandatory for this position. Knowledge of additional languages would be considered an asset, enhancing communication capabilities within the diverse environments in which Action contre la Faim operates.

The gross monthly salary ranges from €2,597 to €2,968, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% salary increase every 12 months of continuous contract. A specific multi-country position allowance of 15% of the gross monthly salary is provided, along with a child allowance of €1,500 per year for each child present in the home country (up to a maximum of €6,000 per year). Transportation and accommodation costs are covered, and medical coverage includes 100% reimbursement of health insurance contributions and medical expenses, including for dependents if the position is family-based. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks. Continuous professional development is supported through unlimited access to the Talentsoft e-learning platform.
