Job Overview: The Pharmacy Manager will work under the supervision of the Head of Nutrition and Health Department, with a primary mission to optimize pharmacy management systems and enhance operational efficiency at the country office. This role involves auditing pharmacy stock management from the country pharmacy to health facilities, defining procedures for quantifying annual needs for Decentralized Stock (DS), and piloting these procedures for the year 202
The manager will also ease local procurement processes, establish yearly estimates, and monitor key parameters for drug management across projects, including inventory, Average Monthly Consumption (AMC), and shortage indicators. The position entails managing a team of 2 employees in Kabul and 4 field staff indirectly, ensuring effective pharmacy operations and capacity building within the pharmacy team.
Duties and Responsibilities:
Conduct audits of pharmacy stock management at all levels, ensuring compliance with established procedures and standards.
Define and implement a clear procedure to quantify annual needs for Decentralized Stock (DS) and pilot this for the year 202
Facilitate local procurement processes by defining a procedure for yearly estimates and piloting it for planning in 202
Monitor and define processes to follow up on key parameters for drug management for each project, including inventory management, AMC, and shortage indicators.
Manage and mentor pharmacy team members, providing guidance and support to enhance their skills and performance.
Prepare and implement plans to improve pharmacy operations, focusing on effective forecasting, procurement, and inventory control.
Ensure patient safety and minimize wastage through efficient pharmacy management practices.
Collaborate with other departments to align pharmacy operations with overall organizational goals and objectives.
Required Qualifications: Candidates must possess a pharmacist's diploma and have at least 2 years of experience in a humanitarian setting. Experience in international missions is preferred, with a proven track record of providing mentoring and recommendations. Candidates should demonstrate technical capacity in auditing pharmacy operations, preparing improvement plans, and building the capacity of the pharmacy team. Strong skills in effective forecasting, procurement, and inventory control are essential, along with a commitment to enhancing patient safety and minimizing waste.
Educational Background: A pharmacist's diploma is mandatory for this position, ensuring that candidates have the necessary educational foundation to manage pharmacy operations effectively. Additional certifications or training in humanitarian logistics or pharmacy management may be advantageous.
Experience: The position requires a minimum of 2 years of experience in a humanitarian context, with a preference for candidates who have worked in international settings. Experience in pharmacy management, particularly in emergency or conflict situations, is highly valued. Candidates should have a demonstrated ability to mentor and lead teams, as well as a strong understanding of the challenges faced in humanitarian pharmacy operations.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the organization. Knowledge of French or local languages spoken in Afghanistan would be considered an asset, enhancing communication with local staff and stakeholders.
Additional Notes: The position offers a 3-month contract for national applications, aligned with the internal and national salary conditions of Action contre la Faim in Afghanistan. For international applications, a fixed-term contract under French legislation is provided, lasting until 31/07/202
The monthly gross salary ranges from 2130 to 2475 euros, depending on experience, and includes a 13th-month payment. Additional benefits include reimbursement of pension insurance for non-French citizens, annual salary increases, monthly per diem and living allowances, transportation and accommodation coverage, and comprehensive medical coverage. Employees are entitled to 25 days of paid leave per year, 20 Rest and Recuperation (RnR) days, and airfare reimbursement for RnR travel. The role may involve field trips to various provinces, including Ghor, Dikundi, Badakhshan, and Helmand.
