Job Overview:
The National Consultant Finance and Administrative Support will play a crucial role in providing specialized financial management and administrative support to the UNFPA Georgia Country Office (CO). This position involves working under the supervision of the Programme Analyst (PA) and the Administrative and Finance Associate (AFA) to ensure effective financial monitoring and reporting across multiple projects. The consultant will be responsible for facilitating the administrative setting of projects, ensuring compliance with UNFPA’s financial regulations, and providing technical assistance for the implementation of new initiatives. The consultant will also be expected to manage various administrative tasks, including recruitment, procurement, and logistical support, while maintaining a balanced workload and adhering to deadlines.

Duties and Responsibilities:
  • MPTFO Project Setting and Financial Assistance: Facilitate the administrative setup of projects, process Requests for Disbursements, provide financial assistance to participating entities, support budget preparation and revisions, and consolidate financial reports for donor-funded initiatives.
  • Financial Management and Monitoring: Conduct monthly expenditure analyses against project budgets, ensure accuracy of financial documentation, prepare requests for direct payments, and assist with Results and Resources Plan (RRP) revisions.
  • Administrative, HR, Procurement, and Logistical Support: Manage recruitment cycles, assist in procurement planning, manage travel arrangements, conduct inventory verification, facilitate event arrangements, and maintain communication logs.
  • Additional administrative and finance-related duties as required.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Finance, Business Administration, or a related field. A minimum of 5 years of relevant experience in financial administration, operations, or programme support services within the UN system is required. Proficiency in web-based management systems such as Quantum/UNall and advanced Excel skills are essential. Candidates should demonstrate a high level of accuracy, attention to detail, and the ability to meet tight deadlines.

Educational Background:
A Bachelor’s degree in Finance, Business Administration, or a related field is mandatory for this position. This educational background provides the necessary foundation for understanding financial principles, administrative processes, and operational management within the context of UNFPA's mission and objectives.

Experience:
The position requires a minimum of 5 years of relevant experience in financial administration, operations, or programme support services, particularly within the UN system. This experience should include a demonstrated ability to manage financial processes, support project implementation, and ensure compliance with organizational regulations and standards.

Languages:
Fluency in English and Georgian is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and contributing to the effectiveness of the consultant's role.

Additional Notes:
The estimated duration of the consultancy is from June 1, 2026, to December 31, 2026, with the possibility of renewal based on performance and available funding. The position is full-time based in Tbilisi, with flexible work-from-home options available on Mondays and Fridays. UNFPA offers a competitive gross salary, with monthly payments made in GEL at the UN exchange rate upon certification of performance.
