Job Overview:
The International Consultant on Demographic Resilience will play a crucial role in analyzing Georgia's demographic policy landscape and developing a comprehensive national policy framework that aligns with the country's long-term development goals and its path towards European Union integration. The consultant will work under the supervision of the UNFPA Georgia Country Office Head and will be responsible for leading the analysis of existing policies, conducting international benchmarking, and proposing recommendations for a cohesive demographic resilience policy. This position requires a deep understanding of demographic challenges, including declining fertility rates, population aging, and outmigration, and the ability to propose evidence-based solutions that promote sustainable development and social cohesion in Georgia. The consultant will also oversee the work of a local consultant, ensuring a coordinated approach to the consultancy tasks.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:
  • Analyzing the existing policy framework of Georgia on demographic resilience/security" style="border-bottom: 1px dotted #007bff !important;">security and evaluating policy gaps and fragmentation in existing national and local programs.
  • Conducting international benchmarking to review best practices from comparable countries and assessing which models or interventions could be adapted to Georgia.
  • Proposing a coherent set of recommendations and institutional arrangements for the demographic policy in Georgia, including long-term demographic resilience vision, strategic objectives, thematic pillars, and governance arrangements.
  • Holding meetings with relevant governmental stakeholders to complete the tasks outlined in the Terms of Reference (ToR).
  • Delivering a series of reports and presentations that summarize findings, recommendations, and stakeholder engagement plans. The deliverables include an inception report, analytical report, stakeholder engagement plan, final consolidated report, and a presentation deck for stakeholders.

Required Qualifications:
Candidates must possess at least a Master's degree (PhD preferred) in demography, public policy, social science, international development, or related fields. A minimum of 5 years of professional experience in demographics, policy elaboration and analysis, and statistics is required. Candidates should have a sound understanding of demographic policy and a track record of working in the area of demographic policy development, including experience with international organizations, particularly UN agencies. Knowledge of the development situation in Georgia is preferred, along with demonstrated capacity for strategic thinking and policy advice.

Educational Background:
The educational background required for this position includes at least a Master's degree in relevant fields such as demography, public policy, social science, international development, or other related sciences. A PhD is preferred, indicating a higher level of expertise and research capability in demographic issues and policy analysis.

Experience:
The position requires a minimum of 5 years of professional experience in demographics, policy elaboration and analysis, and statistics. Candidates should have experience in working with international organizations, particularly UN agencies, and a proven track record in demographic policy development, including the creation of population projections and data analysis. Familiarity with the demographic challenges and policy landscape in Georgia is an asset.

Languages:
Proven drafting skills in the English language are mandatory for this position. Knowledge of additional languages relevant to the region or the work of UNFPA may be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and conduct comprehensive analyses.
