Job Overview:
The Evaluation Consultant will play a crucial role in assessing the UN Women Moldova Country Office's Strategic Note for 2023-202
  • This evaluation aims to inform strategic learning and decision-making for the next programming cycle. The consultant will analyze the effectiveness of UN Women's contributions to gender equality and women's empowerment in Moldova, focusing on the alignment of the Strategic Note with national policies and international agreements. The evaluation will also explore the integration of human rights and gender equality principles in the design and implementation of the Strategic Note, identifying lessons learned and good practices that can inform future initiatives. The consultant will be expected to engage with various stakeholders, including government institutions, civil society organizations, and community members, to gather insights and validate findings.

Duties and Responsibilities:
  • Conduct a systematic assessment of UN Women's contributions to gender equality and women's empowerment in Moldova, focusing on the Strategic Note for 2023-202
  • Analyze the relevance, effectiveness, efficiency, and sustainability of the interventions outlined in the Strategic Note.
  • Engage with stakeholders, including target groups, government institutions, and civil society organizations, to gather qualitative and quantitative data.
  • Utilize a gender-responsive approach to evaluate the impact of UN Women's initiatives on the most vulnerable populations.
  • Identify and validate lessons learned, good practices, and innovative approaches that support gender equality and human rights.
  • Provide actionable recommendations for the development of the next Strategic Note (2028-2032).
  • Prepare and present evaluation reports, including preliminary findings and final recommendations, to UN Women and relevant stakeholders.
  • Ensure adherence to ethical guidelines and standards throughout the evaluation process.

Required Qualifications:
  • A Master's degree in social science, sociology, international development, gender/women studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • At least 5 years of practical experience in development issues related to gender equality and women's empowerment, including substantive support to evaluation processes.
  • Proven experience in monitoring and evaluation, with a focus on gender analysis and human rights-based approaches.
  • Previous experience working with UN agencies or international organizations is an asset.
  • Strong analytical, facilitation, and communication skills, with the ability to engage a wide range of stakeholders effectively.

Educational Background:
The position requires a Master's degree in social science, sociology, international development, gender/women studies, or a related area. Candidates with a first-level university degree and two additional years of qualifying experience may also be considered.

Experience:
Candidates must have at least 5 years of practical experience in relevant development issues, particularly in gender equality and women's empowerment. Experience in monitoring and evaluation processes is essential, along with a background in gender analysis and human rights-based approaches. Previous work with UN agencies or other international organizations is considered an asset.

Languages:
Fluency in English and Romanian, both written and spoken, is required. Knowledge of Russian is considered an asset, enhancing communication with diverse stakeholders in Moldova.

This consultancy is home-based, with potential travel within Moldova for data collection. The evaluation process is expected to commence in September 2026 and conclude by March 202
