Job Overview: The HR Specialist (Policy) position is a critical role within the Human Resources Branch of ICAO. The incumbent will serve as the lead expert on HR policy issues, tasked with reviewing existing policies, identifying gaps, and proposing changes based on best practices. This role involves developing new policies, ensuring compliance, and providing authoritative advice on HR policies and procedures. The incumbent will also analyze risks associated with HR policies and provide guidance to management. The position requires a high degree of independence and adherence to established priorities and work plans, aligning with ICAO's People strategy and directives.
Duties and Responsibilities: The HR Specialist (Policy) will be responsible for several key functions:
Policy Review and Analysis: Assess and analyze existing HR policies to identify gaps and recommend improvements. Conduct research and benchmarking to ensure ICAO's policies reflect industry best practices.
Policy Development: Collaborate with stakeholders to develop and revise HR policies and procedures, ensuring alignment with ICAO's strategic goals. Coordinate consultations with various stakeholders to evaluate the impact of policy changes.
Policy Implementation and Coordination: Manage the implementation of HR policies, ensuring compliance and effective communication of new policies to stakeholders.
Policy Advice and Interpretation: Provide authoritative interpretation and guidance on HR policies, addressing complex cases and ensuring compliance with regulations.
Perform other related duties as assigned, contributing to the overall effectiveness of the HR function within ICAO.
Required Qualifications: Candidates must possess a comprehensive understanding of HR policies and practices within a UN context. They should demonstrate strong legal analysis, research, and writing skills, as well as the ability to negotiate on sensitive issues. The role requires a high degree of professionalism, discretion, and the ability to manage change effectively. Candidates should also exhibit strong communication skills, both written and verbal, and the ability to tailor their communication style to different audiences.
Educational Background: An advanced university degree (Master's degree or equivalent) in human resources management, business administration, organizational development, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Project Management Certification is desirable but not mandatory.
Experience: Candidates must have a minimum of seven years of progressively responsible experience in human resources management, with at least five years focused on developing and implementing HR policies. Experience in providing authoritative policy interpretation and advisory services is essential, as is experience in preparing reports and policy papers for senior management. Familiarity with the UN system or a comparable international organization is required, and experience in leading digital transformation initiatives is desirable.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of additional languages such as Arabic, Spanish, Russian, French, or Chinese (Mandarin) is desirable, with a minimum proficiency level of UN Level I.
Additional Notes: This position is to be filled for a period of one year, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. The remuneration for this position is at Level P-4, with a net base salary of USD 84,672 per annum plus a post adjustment of USD 31,921, subject to change.
