Job Overview: The Human Capital and Talent ManagementAnalyst will provide essential HR support throughout the implementation lifecycle of the FFPO project. This role is critical in ensuring that the Capacity Development and Implementation (CDI) Bureau has the necessary talent architecture, competencies, job structures, and people development systems to fulfill its mandate during and after the transformation. The incumbent will work closely with HR to ensure alignment with established policies and processes, supporting workforce transition activities, recruitment, performance management, and learning processes. The position requires a proactive approach to managing human resources in a dynamic environment, contributing to the development of a capable workforce that meets the evolving needs of the organization.
Duties and Responsibilities: The Human Capital and Talent Management Analyst will be responsible for providing analytical, operational, and advisory support across six integrated work streams: talent acquisition and workforce planning, learning and capacity development, performance management, HR data and analytics, organizational design and job architecture, and project and change management support. Key deliverables include updating job descriptions and organizational structure narratives, revising HR guidelines, completing analytics dashboards, and developing targeted learning programs for staff. The analyst will conduct functional analyses, support training needs assessments, maintain restructuring tracking tools, design HR dashboards, and contribute to project reports and change management initiatives. Additionally, the analyst will perform other related duties as assigned by the CDI FFPO Project Manager or OIC/CDI.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in Human Resources Management, Business Administration, Public Administration, Organizational Psychology, or a closely related field. A first-level university degree in the above fields combined with two additional years of qualifying professional experience may be accepted in lieu of the advanced degree. Professional HR certifications such as SHRM-CP/SCP, CIPD, or CHRP are considered an asset. Essential qualifications include a minimum of two years of progressively responsible experience in human resources management, with demonstrated experience in at least three of the following areas: talent acquisition, learning and development, performance management, HR data analysis, organizational design, or job classification.
Educational Background: An advanced university degree (master’s or equivalent) in Human Resources Management, Business Administration, Public Administration, Organizational Psychology, or a closely related field is required. Alternatively, a first-level university degree in the above fields combined with two additional years of qualifying professional experience may be accepted in lieu of the advanced degree. Professional HR certifications are desirable and considered an asset.
Experience: The position requires a minimum of two years of progressively responsible professional experience in human resources management. Candidates should have demonstrated experience in at least three of the following areas: talent acquisition and recruitment, learning and development program design and delivery, performance management system implementation, HR data analysis, organizational design, or job classification. Experience within the United Nations Common System or another international organization is desirable, particularly in supporting organizational transformation or change management initiatives.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and beneficial for the role.
Additional Notes: This consultancy position is initially for six months with the possibility of extension. It is a full-time role requiring at least three days a week in the Montreal office. The monthly salary for Band B ranges from CAD 5,097 to CAD 8,12
