Job Overview: The Chief of Safety & security" style="border-bottom: 1px dotted #007bff !important;">Security and General Services (C/SSG) is responsible for overseeing and coordinating all activities related to the safety and security of ICAO premises, facilities management, travel services, and property control. The incumbent acts as the main liaison officer with Public Services and Procurement Canada (PSPC) and other relevant institutions, ensuring effective management and timely delivery of services. This role involves leading the development and implementation of operational plans, managing budgets, and ensuring compliance with safety and security policies. The C/SSG will also be responsible for promoting a harmonious workplace, managing audit matters, and ensuring that staff are trained on ICAO's principles and values. The position requires a proactive approach to managing complex capital property investment projects and ensuring the operational implementation of the ICAO Business Continuity Plans and Organizational Resilience Management System (ORMS).
Duties and Responsibilities:
Lead, supervise, and manage the work programme of the Safety & Security and General Services Section, ensuring timely and effective service delivery.
Develop and implement the Operating Plan and Performance Monitoring Framework for the Section, supervising and reporting on its realization.
Prepare and manage the Section's budget, monitor expenditures, and reallocate resources as necessary.
Ensure timely preparation of reports and statistical data on the Section's work.
Establish and monitor annual performance and work plans for Section staff, adjusting priorities as needed.
Implement continuous improvement initiatives to enhance staff service orientation.
Develop organizational policy updates and administrative instructions on safety & security and general services.
Manage audit matters and develop long-term solutions to address issues raised.
Promote a respectful workplace culture and ensure compliance with ICAO's standards of conduct. 1
Oversee activities related to general services, facilities maintenance, travel services, and property control. 1
Collaborate with PSPC and contractors on budgeting and procurement activities. 1
Lead planning and coordination of safety and security activities at ICAO premises. 1
Prepare threat and risk assessments and manage emergency response plans. 1
Oversee the operational implementation of the ICAO Business Continuity Plans and ORMS. 1
Provide strategic guidance on capital property investment projects and ensure timely delivery of major corporate facilities projects. 1

Required Qualifications:
Advanced university degree (Master’s degree or equivalent) in security management, business administration, law enforcement, engineering, management, or a related field.
A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Certification in project management from a recognized international accrediting body is desirable.
A minimum of ten (10) years of progressively responsible experience in safety and security management is required.
Proven leadership experience in managing personnel and teams, as well as experience in coordinating with different organizational entities.
Experience in administrative matters such as contract management, accounting, financial budget management, and project management is required.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in a relevant field such as security management, business administration, law enforcement, engineering, or management. Alternatively, a first-level university degree combined with two additional years of qualifying experience in a related field may be accepted. Certification in project management from a recognized international accrediting body is considered an asset.
Experience: The position requires a minimum of ten (10) years of progressively responsible experience in safety and security management. Candidates should have experience in areas such as building management, general services, logistics, travel, facilities management, or business continuity planning. Proven leadership experience in managing personnel and teams, as well as experience in coordinating with different organizational entities, is essential. Additionally, experience in administrative matters, including contract management and financial budget management, is required. Familiarity with the United Nations system in emergency preparedness and response is desirable, as is experience in field operations.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a desirable language, with a recommended proficiency level of UN Level I in reading, writing, listening, and speaking. Candidates should demonstrate effective communication skills in both languages, as they are essential for collaboration within the United Nations Secretariat.
Additional Notes: This position is to be filled on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. The remuneration for this role includes a net base salary of USD $103,165 per annum, plus a post adjustment of USD $37,036 per annum, which is subject to change.
