Job Overview: The Associate Administrative Officer plays a crucial role in the Air Transport Bureau by contributing to the development of a customer service-oriented HR culture. This position involves translating operational needs into workforce actions and individual development needs. The officer is responsible for implementing HR policies, managing staff administration, overseeing office allocation, workforce planning, recruitment, and talent development, with a focus on inclusion, diversity, and gender. The incumbent will monitor financial budgets and provide administrative support to all sections of the Bureau, working closely with the Director and other senior staff. This role requires a proactive approach to problem-solving and a commitment to continuous improvement in administrative processes.
Duties and Responsibilities: The duties of the Associate Administrative Officer include leading and coordinating administrative services for the Air Transport Bureau, ensuring compliance with ICAO policies and procedures, managing resources for effective service delivery, and overseeing the design and implementation of HR management processes. The officer will support ATB staff in coordinating meetings, prepare reports and correspondence, maintain administrative records, and train staff on HR matters. Additionally, the officer will monitor recruitment activities, facilitate staff assignments, and provide guidance on performance management. The role also involves financial resource planning, control, and management, including preparing budgetary reports, monitoring expenditures, and ensuring compliance with financial regulations. The officer will contribute to the preparation of business and operating plans and monitor the implementation of audit recommendations and key performance indicators.
Required Qualifications: Candidates must possess a strong knowledge of administrative and human resources policies and procedures, with the ability to apply these rules in various work situations. The position requires conceptual analytical skills to conduct independent research and analysis, as well as the ability to identify issues and formulate recommendations. The officer should demonstrate professionalism, teamwork, effective communication, accountability, client orientation, and creativity in their work. Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, human resources, management, or a related field is required. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of two years of experience in administration, finance, or human resources management is required. Experience with IT equipment and software, particularly MS Office, is essential. Desirable experience includes using integrated automated systems for managing human and financial resources, organizing technical events, and familiarity with procurement processes and ERP systems. Experience in an international setting, such as a UN organization, is also advantageous.
Languages: English is the required working language for this position, with a proficiency level of UN Level III in reading, writing, listening, and speaking. Knowledge of additional languages such as Arabic, Chinese (Mandarin), French, Russian, or Spanish is desirable, with a minimum proficiency level of UN Level I in these languages.
Additional Notes: This position is a fixed-term appointment for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of international civil service.
