Job Overview:
The Director of the Air Transport Bureau (ATB) is responsible for overseeing the strategic direction and management of the Bureau, which plays a critical role in the development and implementation of policies and regulations related to international air transport. The position requires a deep understanding of global aviation issues, including air traffic management, airport operations, and air transport economics. The Director will work closely with member states, industry stakeholders, and international organizations to promote best practices and facilitate cooperation in the aviation sector. The role also involves leading a team of professionals, managing projects, and ensuring that ICAO's objectives are met in alignment with its mission and vision. The Director will represent ICAO at high-level meetings and conferences, advocating for the interests of the organization and its member states.

Duties and Responsibilities:
  • Provide leadership and strategic direction for the Air Transport Bureau, ensuring alignment with ICAO's overall goals and objectives.
  • Develop and implement policies and programs related to air transport, including safety, security, and environmental sustainability.
  • Collaborate with member states and stakeholders to address emerging challenges in the aviation sector.
  • Manage the Bureau's budget and resources effectively, ensuring accountability and transparency.
  • Lead and mentor a diverse team of professionals, fostering a culture of collaboration and innovation.
  • Represent ICAO at international forums, conferences, and meetings, advocating for the organization's priorities.
  • Prepare reports and presentations for the ICAO Council and other governing bodies.
  • Engage in outreach activities to promote ICAO's initiatives and gather feedback from stakeholders.
  • Monitor and evaluate the effectiveness of air transport policies and programs, making recommendations for improvements as necessary.

Required Qualifications:
  • Proven leadership experience in the aviation sector, preferably in a senior management role.
  • Strong understanding of international civil aviation regulations and standards.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Demonstrated ability to manage complex projects and lead teams in a multicultural environment.
  • Strong analytical and problem-solving skills, with a focus on results-oriented outcomes.
  • Ability to work under pressure and meet tight deadlines while maintaining high-quality standards.

Educational Background:
A master's degree in aviation management, business administration, public administration, or a related field is required. A Ph.D. or equivalent advanced degree is preferred. Additional certifications in aviation safety, security, or related areas will be considered an asset.

Experience:
A minimum of 10 years of progressively responsible experience in the aviation sector, with at least 5 years in a senior management position. Experience working with international organizations or in a governmental capacity is highly desirable. Proven track record of successful project management and stakeholder engagement is essential.

Languages:
Fluency in English is mandatory. Knowledge of additional languages, particularly French or Spanish, is considered an asset and will enhance the candidate's profile.
