Job Overview: The Chief of the Facilitation Section is responsible for overseeing the development and implementation of policies and programs that facilitate the smooth operation of international air transport. This position requires a strategic thinker who can lead initiatives that enhance the efficiency of air transport systems while ensuring compliance with international standards. The Chief will work closely with member states, industry stakeholders, and other international organizations to promote best practices in facilitation and to address emerging challenges in the aviation sector. The role also involves managing a team of professionals, providing guidance and support to ensure that the section meets its objectives effectively and efficiently.
Duties and Responsibilities:
Lead the Facilitation Section in the development and implementation of ICAO's facilitation policies and programs.
Collaborate with member states and stakeholders to identify and address issues related to air transport facilitation.
Conduct research and analysis on trends and challenges in the aviation sector to inform policy development.
Prepare reports and presentations for senior management and member states on facilitation issues.
Organize and facilitate workshops, seminars, and meetings to promote best practices in facilitation.
Manage the section's budget and resources effectively to achieve its objectives.
Supervise and mentor staff within the section, fostering a culture of continuous improvement and professional development.
Represent ICAO at international meetings and conferences related to air transport facilitation.
Required Qualifications:
Proven leadership skills with the ability to manage and motivate a diverse team.
Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex issues.
Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders.
In-depth knowledge of international civil aviation policies and practices, particularly in the area of facilitation.
Experience in project management and the ability to deliver results within tight deadlines.
Educational Background: A master's degree in aviation management, public administration, international relations, or a related field is required. A PhD or equivalent advanced degree is an asset. Professional certifications in project management or related areas are also desirable.
Experience: A minimum of 10 years of progressively responsible experience in the field of aviation, with a focus on facilitation, policy development, or related areas. Experience working in an international environment and familiarity with the workings of international organizations is highly desirable.
Languages: Fluency in English is mandatory. Knowledge of French or Spanish is an asset, as ICAO operates in multiple languages and values multilingualism among its staff.
Additional Notes: This position is a full-time role based in Montreal, Canada. The contract duration is subject to the organization's policies and may include opportunities for extension based on performance and organizational needs. The position may involve occasional travel to member states and international conferences.
