Job Overview:
The Technical Officer for Communications, Navigation, and Surveillance (CNS) will play a crucial role in the Air Navigation Bureau (ANB) of ICAO. This position involves providing technical guidance and expertise in the field of aeronautical communications, navigation, and surveillance systems, as well as managing radiofrequency spectrum matters. The incumbent will be responsible for drafting proposals related to the amendment and implementation of technical annexes to the ICAO Convention and other regulatory documents, ensuring that they reflect operational needs and technological advancements. The role requires collaboration with various stakeholders, including member states and international organizations, to analyze problems and recommend solutions in the CNS domain. The officer will also develop working papers for the ICAO Council and participate in discussions to facilitate technical discussions on CNS systems and spectrum management.

Duties and Responsibilities:
  • Draft proposals related to the amendment and implementation of technical annexes to the ICAO Convention and other ICAO regulatory documents, including analyzing problems raised by states and recommending solutions.
  • Develop working papers for the ICAO Council, ANC, and international meetings on CNS systems and spectrum management.
  • Serve as Secretary and/or manage various CNS panels and study groups, providing comprehensive analysis and solutions to technical issues.
  • Draft correspondence, technical studies, and publications for transmittal to member states and international organizations.
  • Provide advice and technical expertise on CNS systems and spectrum management to the Assembly, Council, and ANC.
  • Promote ICAO's strategy and policy on spectrum management in international forums.
  • Perform other related duties as assigned.

Required Qualifications:
Essential qualifications include an advanced-level university degree in electronics engineering (telecommunications) or a related field. A first-level university degree combined with two additional years of qualifying experience may be acceptable. Candidates must have a minimum of seven years of experience in the technical, operational, and procedural aspects of CNS systems, including radiofrequency spectrum management, in an international environment. Experience with project planning and management methods is also essential. Desirable qualifications include experience working collaboratively in the ICAO standards-making framework and with organizations such as ITU.

Educational Background:
Candidates must possess an advanced-level university degree (Master’s degree or equivalent) in electronics engineering (telecommunications) or a related field. A first-level university degree combined with two additional years of qualifying experience may be acceptable in lieu of the advanced degree.

Experience:
The position requires a minimum of seven years of professional experience in the technical, operational, and procedural aspects of aeronautical communications, navigation, and surveillance systems, including radiofrequency spectrum management. Experience in project planning and management methods is essential, along with a background in working with ICAO standards and relevant international organizations.

Languages:
Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.

Additional Notes:
This position is to be filled on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. The organization offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 6
  • Remuneration for this position is at the P-4 level, with a net base salary of USD $86,027 per annum plus a post adjustment of USD $28,475 per annum, subject to change.
