Job Overview: The Human Resources Associate in the Talent and Organizational Development function is responsible for actively contributing to the delivery and continuous improvement of the Talent and OD portfolio. This role involves providing high-quality coordination, implementation support, and stakeholder follow-up across a broad range of HR initiatives. The associate will work under the supervision of the Human Resources Specialist and will be involved in various strategic projects related to talent mobility, career development, employee engagement, and organizational effectiveness. The position requires a proactive approach to managing multiple tasks and stakeholders, ensuring that all HR initiatives are implemented effectively and efficiently. The associate will also play a crucial role in supporting the organization's people transformation agenda, which is dynamic and project-oriented, requiring adaptability and a strong commitment to continuous improvement.
Duties and Responsibilities:
Talent Mobility and Career Development: Support the implementation of talent mobility and career development initiatives, including the Talent Mobility framework, career development programs, and maintaining internal tools for tracking mobility opportunities.
Employee Engagement: Assist in the implementation of employee engagement surveys and initiatives, prepare records of discussions, and maintain action-planning trackers.
Employee Recognition: Administer the organization's award and recognition programs, maintain tracking tools for nominations, and coordinate communications with stakeholders.
Workforce Insight: Collect and organize information related to workforce planning and talent management, prepare summaries and reports, and assist in survey administration.
HR Operational Effectiveness: Provide operational support for talent and organizational development initiatives, process vendor records and purchase orders, and maintain financial and activity trackers.
Perform other related duties as assigned, ensuring that all tasks align with ICAO's HR policies and guidelines.
Required Qualifications: Essential qualifications include a high school diploma or equivalent. Desirable qualifications include a Diploma of college studies (DEC) or a first-level university degree in human resources, business administration, public administration, organizational psychology, or a related field. Professional certification in HR (e.g., CHRP, SHRM-CP, CIPD) or organizational development is also desirable. Candidates must demonstrate a strong understanding of HR principles and practices, particularly in an international context.
Educational Background: Candidates are required to have at least a high school diploma or equivalent. A Diploma of college studies (DEC) or a first-level university degree (Bachelor's or equivalent) in relevant fields such as human resources, business administration, public administration, or organizational psychology is preferred. Additionally, professional certifications in HR or organizational development are considered an asset.
Experience: Candidates must possess a minimum of six (6) years of progressively responsible experience in human resources management or a related administrative field, preferably within an international organization, government, or large public sector organization. Experience in supporting the design, implementation, or administration of HR programs such as employee engagement, recognition, career development, or workforce planning is essential. The ability to coordinate activities and manage timelines across multiple stakeholders is also required.
Languages: Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and advantageous for the role.
Additional Notes: This position is locally recruited and restricted to Canadian Citizens, Permanent Residents of Canada, and applicants with a valid work permit. The role is fixed-term for an initial period of three (3) years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants, adhering to the 2013 Standards of Conduct for the International Civil Service. Remuneration for this position is set at a net base salary of CAD 58,962 per annum.
