Job Overview:
The Shipping Unit Supervisor is responsible for overseeing the administration and daily operations of the Shipping Unit within the Supply Chain Management Section of ECA. This role involves planning, coordinating, and supervising the import and export of organizational consignments and personal shipments for ECA staff. The incumbent will provide expert advice on shipping, insurance, and customs regulations, ensuring compliance with local and international laws. The position requires a comprehensive understanding of logistics processes, including the management of inbound and outbound goods, and the ability to troubleshoot issues related to the Integrated Planning and Supply Chain Management System (IPSAS). The supervisor will also be responsible for training staff, preparing reports, and liaising with various government agencies and transport companies to facilitate smooth operations.

Duties and Responsibilities:
The Shipping Unit Supervisor's duties include:
  • Planning and supervising the activities of the Shipping Unit, ensuring efficient import and export processes.
  • Advising on customs, shipping, and insurance matters, particularly regarding Ethiopian regulations.
  • Acting as the IPSAS focal point, troubleshooting issues, and coordinating with the IPSAS team.
  • Overseeing the preparation of tender and bid documents for unit services.
  • Preparing weekly status reports and budget estimates for the Shipping Unit.
  • Ensuring compliance with UN rules and regulations in financial disbursements and invoice approvals.
  • Providing training for Shipping Unit staff and coordinating diplomatic declarations for duty-free purchases.
  • Managing the clearance of incoming and outgoing shipments, ensuring all documentation is accurate and complete.
  • Liaising with airlines and transport companies to stay updated on industry developments. 1
  • Assisting with data collection and analysis for reporting and decision-making purposes.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, with a preference for those holding a degree in Business Administration, Supply Management, or Accounting. A strong understanding of supply chain management, customs regulations, and logistics is essential. Candidates should demonstrate professionalism, teamwork, and effective planning and organizing skills. Knowledge of the INCOTERMS 2010 and the Receipt and Inspection (RIR) process is crucial, along with the ability to maintain accurate records and prepare comprehensive reports.

Educational Background:
A high school diploma is required, while a degree in Business Administration, Supply Management, or Accounting is highly desirable. This educational background will provide the necessary foundation for understanding the complexities of supply chain management and logistics operations.

Experience:
Candidates should have at least 10 years of progressively responsible experience in Supply Management, Customs, Insurance, or Logistical Support. Experience in customs clearance and the delivery of goods via air, land, and sea transport is required. Private sector experience in a comparable institution is considered an asset, as it demonstrates a breadth of knowledge and practical skills relevant to the role.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency. This bilingual requirement reflects the working environment of the United Nations, where both languages are commonly used.

Additional Notes:
This position is subject to local recruitment, meaning applicants must be authorized to work in Ethiopia. Selected candidates from outside the duty station will be responsible for their relocation expenses. Local recruits are not eligible for international allowances or benefits.
