Job Overview: The Programme Management Officer position is situated within the Strategic Planning, Oversight and Results Division (SPORD) of the United Nations Economic Commission for Africa (UNECA). The primary focus of this role is the implementation, monitoring, and evaluation of the ECA Fellowship Programme. The officer will be responsible for overseeing the development and execution of strategic and programmatic planning for the fellowship, ensuring its smooth operation, and providing periodic progress reports. This role requires collaboration with various stakeholders, including government officials and external consultants, to facilitate workshops and develop action plans. The officer will also engage in research and analysis to support policy development and contribute to the overall objectives of the ECA.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including but not limited to: participating in the development, implementation, and evaluation of assigned programmes/projects; monitoring and analyzing programme/project development; reviewing relevant documents and reports; identifying problems and proposing corrective actions; supervising the recruitment and onboarding of fellows; ensuring the smooth day-to-day running of the fellowship; providing periodic progress reports; liaising with relevant offices; conducting outreach activities; preparing various written outputs; coordinating budget and funding activities; and performing other duties as required. The officer will also be expected to conduct data collection and analysis to identify trends and provide insights for decision-making.
Required Qualifications: Candidates must possess a strong understanding of project or programme management principles, with the ability to identify and resolve issues effectively. The role requires excellent analytical skills, the ability to conduct independent research, and familiarity with various research sources. Candidates should demonstrate professionalism, accountability, and the ability to manage conflicting priorities while maintaining effective working relationships. A commitment to gender perspectives and equal participation in all areas of work is essential.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of programme management and policy development within the context of the ECA's mission.
Experience: A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience managing a fellowship programme or similar projects is desirable, as is experience in data analytics or related fields. Candidates should have a proven track record of successfully implementing and evaluating programmes, demonstrating their ability to contribute effectively to the ECA's objectives.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is considered a desirable language, with a minimum proficiency level of UN Level II. Proficiency in both languages will enhance communication and collaboration within the diverse environment of the United Nations.
