Job Overview:
The Program Engagement Consultant-MNO 11 position is designed to support the Ethiopia MNO Gender Innovation Facility, which is part of the BMGF's Women's Economic Empowerment (WEE) initiative. This role involves providing technical assistance to Ethiopia's mobile network operators (MNOs) to ensure equal access to innovation funding, particularly for low-income women in the digital economy. The consultant will engage with the AgriFin team to strengthen partner relationships, develop project plans, and monitor project progress. The consultant will also be responsible for preparing project reports, conducting due diligence on partners, and supporting the development of innovative digital products aimed at empowering women. The consultant's work will contribute to bridging the digital divide and enhancing economic opportunities for women in Ethiopia.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Supporting partner relationships and project plans, including the development of business and work plans.
  • Monitoring project progress and providing oversight of technical consultants or third-party providers.
  • Preparing project progress reports and status updates.
  • Conducting due diligence on prospective partners and compiling necessary legal documents.
  • Keeping abreast of the Ethiopian agri/fintech ecosystems and participating in learning meetings with stakeholders.
  • Assisting in identifying technical consultants and preparing terms of reference.
  • Contributing to the learning agenda and tracking partner impact metrics.
  • Supporting MNOs in proposal development and providing technical assistance for approved concepts.
  • Documenting lessons learned and achievements for project reporting.

Required Qualifications:
Candidates must possess a bachelor’s degree in Business Administration, finance, or a related field, with a master’s degree preferred. A minimum of three years of relevant work experience in banking, mobile network operations, or reputable organizations is required. Candidates should have experience with mobile money, financial services, or technology for development, along with a working knowledge of the Ethiopian sector in these areas. Strong computer skills, excellent verbal and written communication abilities, and interpersonal skills are essential. Candidates should demonstrate proactivity, self-discipline, and the ability to work in multicultural teams. Experience in project management, monitoring and evaluation, and analytical problem-solving skills are also required.

Educational Background:
The position requires a bachelor’s degree in Business Administration, finance, or a related field. A master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in the role.

Experience:
The consultant should have a minimum of three years of relevant experience, preferably in a bank, mobile network operator, or a reputable international or national organization. Experience in mobile money, financial services, or technology for development is highly desirable, along with familiarity with the Ethiopian market in these sectors.

Languages:
