Job Overview:
The Deputy Chief of Party II (DCoP II) plays a crucial role within the Joint Emergency Operation (JEOP) program, which is CRS's largest emergency initiative worldwide. This position involves providing strategic leadership and oversight for the Program Quality portfolio, ensuring that interventions are high-quality, integrated, and accountable. The DCoP II collaborates closely with the leadership team, consortium partners, donors, and stakeholders to develop and implement technical strategies that align with the needs of vulnerable populations. The role includes guiding program quality teams, promoting harmonized approaches, and ensuring that program objectives and donor commitments are met. The DCoP II is also responsible for acting on behalf of the Chief of Party when necessary and supporting continuous improvement efforts to maximize the impact of the consortium's work.

Duties and Responsibilities:
The DCoP II has a wide range of responsibilities, including providing strategic direction for JEOP’s program quality frameworks and resource mobilization efforts. This involves strengthening program quality through technical guidance and shared learning, advancing donor engagement, and ensuring compliance with agency and donor standards. The DCoP II is responsible for leading program quality teams, guiding project design and integrated activity planning, and promoting a culture of accountability and learning. Additionally, the role includes strengthening partnerships, identifying performance gaps, ensuring high-quality donor reporting, and promoting innovation in program quality. Required Qualifications:
Candidates must possess a strong knowledge of USG grant regulations and procedures, with demonstrated ability to lead technical teams in areas such as nutrition, gender, and MEAL. Proficiency in MS Office and experience with budget management systems are essential. The ideal candidate should have excellent strategic, analytical, and problem-solving skills, along with strong relations management abilities. Experience in leading USAID processes and proposal development is preferred, as well as knowledge of emergency food assistance and consortium management. The candidate should also demonstrate capacity for understanding sector-level best practices and challenges.

Educational Background:
A Bachelor’s Degree in International Development, International Relations, or a relevant technical field is required. A Master’s Degree in a related field is preferred. Candidates should have a solid educational foundation that supports their ability to manage complex programs and lead teams effectively.

Experience:
A minimum of five years of relevant field-based program management experience is required, including at least three years in middle or senior management roles. Candidates should have a minimum of two years managing donor funds and prior experience with USAID/USDA funding. Demonstrated experience in consortium management and successful proposal development is also necessary.

Languages:
A strong command of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
