Job Overview:
The Finance Manager position at NRC Ethiopia is a pivotal role that requires a seasoned finance professional to provide strategic financial leadership within the country program. The successful candidate will be responsible for ensuring that the program adheres to the highest standards of financial management, compliance, and accountability. As a key member of the Country Extended Management Group, the Finance Manager will lead various financial functions, including financial planning, budgeting, risk management, donor compliance, and internal controls. The role also involves strengthening financial systems that facilitate effective program delivery, thereby supporting NRC's humanitarian mission in Ethiopia. The Finance Manager will be expected to combine strategic insight with operational excellence, ensuring that financial practices align with the organization's goals and objectives.

Duties and Responsibilities:
The Finance Manager will have a comprehensive set of responsibilities, including but not limited to: creating an enabling environment for the implementation of cash-based interventions through the development of guidance and standard operating procedures (SOPs); identifying opportunities for cash and market-based programming; conducting regular financial analyses and advising the Country Management Group on associated risks and opportunities; ensuring the robustness of financial management systems and processes within the country office; enhancing the financial management capacity of sub-recipients, partners, and consortium members; designing, improving, and maintaining effective financial systems and controls; promoting a culture of high performance, accountability, and resource stewardship; ensuring compliance with donor regulations and NRC financial policies; supporting gender balance and localization objectives through recruitment and staff development; and championing the implementation of new financial strategies, tools, policies, and procedures. The Finance Manager will also act as the principal advisor to senior management on all financial management matters.

Required Qualifications:
Candidates must possess a University MA degree in Accounting, Finance, Business Administration, or a related field. Additionally, a professional qualification such as ACCA, CPA, CIMA, or an equivalent is required. The ideal candidate should have a minimum of three years of experience as a senior coordinator" style="border-bottom: 1px dotted #007bff !important;">finance coordinator in a complex humanitarian or recovery context, demonstrating a strong track record of financial leadership and management responsibilities. Candidates should also have experience working in large-scale, complex, and volatile environments, along with advanced knowledge of ERP systems and financial software. A strong understanding of donor regulations, including those from the EU, ECHO, USAID, and UN donors, is essential, as is experience managing consortium programs or lead agency responsibilities.

Educational Background:
The educational background required for this position includes a University MA degree in Accounting, Finance, Business Administration, or a related field. Additionally, candidates should hold a professional qualification such as ACCA, CPA, CIMA, or an equivalent certification that demonstrates their expertise in financial management and accounting principles.

Experience:
The position requires a minimum of three years of experience as a senior finance coordinator, particularly in complex humanitarian or recovery contexts. Candidates should have documented results related to financial leadership and management responsibilities, showcasing their ability to navigate and succeed in challenging environments. Experience in South Sudan or similar humanitarian contexts is desirable, as it indicates familiarity with the unique challenges faced in such settings.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. While English proficiency is essential, additional language skills may be considered an advantage, particularly if they relate to the regions in which NRC operates or the communities it serves.

Additional Notes:
The duty station for this position is the NRC Country Office in Addis Ababa, Ethiopia. The contract is set to last until December 31, 2026, with the possibility of renewal based on the availability of funds. The role may require travel up to 30% of the time. The salary and benefits are classified under Grade 9 on NRC’s Resident salary scale, which includes accompanying terms and conditions.
