Job Overview: The Program Deputy Field Coordinator (P-DFC) is responsible for supervising the implementation of programs in the Mykolayiv Region of Ukraine. This role is crucial in aligning with SI's annual country strategy and adapting to the evolving humanitarian needs in the area. The P-DFC will support the design and implementation of new projects while ensuring the quality of project execution through direct management of Program Managers. Additionally, the P-DFC will assist the Field Coordinator (FC) in representing the organization in external meetings as delegated. The position is set against the backdrop of a challenging operational environment due to ongoing conflict, necessitating a focus on both immediate emergency responses and longer-term recovery strategies. The P-DFC will play a key role in developing a three-year strategy for the region, emphasizing the need for strong program quality, coordination, and accountability mechanisms.
Duties and Responsibilities:
Supervise the implementation of programs in the Mykolayiv Region, ensuring alignment with SI's strategic objectives.
Manage and support Program Managers to maintain high-quality project execution.
Collaborate with the Field Coordinator on external representation and partnership strategies.
Facilitate the development of new projects in response to humanitarian needs.
Monitor and evaluate program effectiveness and impact, making adjustments as necessary.
Engage in strategic planning for the upcoming three-year period, focusing on both emergency and recovery interventions.
Ensure compliance with SI's policies and procedures, particularly regarding security" style="border-bottom: 1px dotted #007bff !important;">security and operational constraints.
Foster team spirit and motivation among staff, promoting effective communication and coordination.
Address challenges related to security and operational environments, ensuring staff safety and program continuity.
Required Qualifications:
A bachelor's degree in a relevant field.
A minimum of 3 years of experience in the humanitarian sector.
At least 1 year of experience in a similar position, preferably in program management.
Experience in humanitarian program management is essential.
An engineering background or education in WASH (Water, Sanitation, and Hygiene) or a related technical field is considered an asset.
Strong project management skills and knowledge of SI's sectors of intervention (WASH, Shelter, Food Security and Livelihoods, Rapid Response Mechanism).
Experience in MEAL (Monitoring, Evaluation, Accountability, and Learning) and grants management is a strong asset.
Experience in partnership implementation is also advantageous.
Educational Background: Candidates must possess a bachelor's degree in a relevant field, which provides the foundational knowledge necessary for effective program management and implementation in humanitarian contexts. Additional qualifications in engineering or technical fields related to WASH are highly regarded, as they enhance the candidate's ability to contribute to the organization's mission effectively.
Experience: The position requires a minimum of 3 years of experience in the humanitarian sector, with at least 1 year in a similar role. This experience should encompass program management and the ability to navigate complex operational environments, particularly in crisis situations. Candidates with a background in WASH or related technical fields will have an advantage, as this aligns with SI's focus areas in Ukraine.
Languages: Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization and with international stakeholders. Knowledge of French is considered an asset, enhancing communication capabilities in diverse contexts. Additionally, proficiency in Ukrainian or Russian is advantageous, as it facilitates engagement with local communities and stakeholders.
Additional Notes: The position is a short-term contract with a duration of 6 months, starting from June 1, 2026, with the possibility of extension. The role is based in Mykolaiv, Ukraine, and involves working under challenging conditions due to ongoing conflict. The salary for this position starts at EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of EUR 700 is provided, along with accommodation costs and travel expenses covered by SI. The organization implements a system of breaks, allowing for time off every three months, along with an additional rest day for each month worked. Expatriates are provided with a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions include access to guest house accommodations, internet, and social life opportunities.
