Job Overview:
This position involves hiring an Individual Consultant for the establishment of the National TFGBV (Task Force on Gender-Based Violence) Coordination Cell in Pakistan. The consultant will be responsible for providing technical collaboration and facilitating knowledge exchange among stakeholders involved in addressing gender-based violence. The role is crucial in ensuring that the coordination cell is effectively set up to enhance the national response to gender-based violence, which is a significant issue in Pakistan. The consultant will work closely with various partners, including government agencies, civil society organizations, and international bodies, to develop strategies and frameworks that promote a cohesive approach to tackling gender-based violence. The assignment is expected to span a total of 30 working days over a period of 10 months, commencing from the date of signing the contract. The consultant will need to demonstrate a strong understanding of gender issues and the socio-political context of Pakistan, as well as experience in coordination and collaboration among diverse stakeholders.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including:
  • Conducting a comprehensive assessment of the current landscape of gender-based violence in Pakistan, identifying key stakeholders and existing initiatives.
  • Developing a strategic plan for the establishment of the National TFGBV Coordination Cell, outlining objectives, activities, and expected outcomes.
  • Facilitating workshops and meetings with stakeholders to foster collaboration and knowledge sharing.
  • Providing technical guidance and support to the coordination cell in its operationalization.
  • Monitoring and evaluating the progress of the coordination cell, ensuring that it meets its objectives effectively.
  • Preparing reports and documentation to communicate findings and recommendations to UNDP and other stakeholders.
  • Engaging with media and public awareness campaigns to promote the work of the coordination cell and raise awareness about gender-based violence.

Required Qualifications:
Candidates must possess a strong background in gender studies, social sciences, or a related field. They should have proven experience in project management, particularly in the context of gender-based violence or women's rights. Strong analytical skills and the ability to work collaboratively with diverse groups are essential. Additionally, candidates should demonstrate excellent communication skills, both written and verbal, and have a track record of engaging with government and civil society organizations.

Educational Background:
A minimum of a Master's degree in Gender Studies, Social Sciences, International Development, or a related field is required. Candidates with additional certifications or training in gender-based violence prevention and response will be given preference.

Experience:
The position requires at least 5 years of relevant professional experience in gender-based violence programming, policy development, or related fields. Experience working with international organizations, particularly in a consulting capacity, is highly desirable. Familiarity with the socio-political context of Pakistan and previous work with UN agencies or similar organizations will be advantageous.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is considered an asset, as it will facilitate communication with local stakeholders and communities.

Additional Notes:
The contract duration for this position is 30 working days spread over 10 months. This is a consultancy role, and the consultant will be expected to work flexibly to meet the demands of the assignment. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
