Job Overview:
The Digitalization Specialist position is designed to enhance the procurement processes within UNDP Iraq through the implementation of digital solutions. The specialist will be responsible for analyzing current procurement workflows, identifying areas for improvement, and developing strategies to integrate digital tools that streamline operations. This role requires a deep understanding of procurement processes and the ability to leverage technology to improve efficiency and transparency. The specialist will work closely with various stakeholders, including procurement teams, IT departments, and external vendors, to ensure that digital solutions are effectively implemented and adopted. The position is expected to last for 150 working days, during which the specialist will provide expertise and guidance on best practices in digital procurement.

Duties and Responsibilities:
The Digitalization Specialist will have a comprehensive set of responsibilities, including but not limited to:
  • Conducting a thorough assessment of existing procurement processes to identify inefficiencies and areas for digital enhancement.
  • Collaborating with procurement teams to design and implement digital solutions that improve workflow and reduce processing times.
  • Developing training materials and conducting workshops for staff on new digital tools and processes.
  • Monitoring the implementation of digital solutions and providing ongoing support to ensure successful adoption.
  • Engaging with external vendors and technology partners to explore innovative digital procurement solutions.
  • Preparing reports and presentations on the progress of digitalization initiatives and their impact on procurement efficiency.
  • Ensuring compliance with UNDP procurement policies and procedures throughout the digitalization process.

Required Qualifications:
Candidates must possess a strong background in procurement and digital transformation. Required qualifications include:
  • Proven experience in procurement processes, preferably within international organizations or government agencies.
  • Strong knowledge of digital tools and technologies that can enhance procurement operations.
  • Excellent analytical and problem-solving skills to assess current processes and recommend improvements.
  • Strong communication and interpersonal skills to work effectively with diverse teams and stakeholders.
  • Ability to manage multiple tasks and projects simultaneously while meeting deadlines.

Educational Background:
A bachelor's degree in business administration, information technology, or a related field is required. A master's degree or equivalent in a relevant discipline is preferred. Additional certifications in procurement or digital transformation will be considered an asset.

Experience:
Candidates should have a minimum of 5 years of relevant experience in procurement, with a focus on digitalization or process improvement. Experience working with international organizations, particularly in a development context, is highly desirable. Familiarity with UNDP procurement policies and practices will be an advantage.

Languages:
Fluency in English is mandatory. Knowledge of Arabic is an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the digitalization initiatives.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration is for 150 working days. The work is expected to be full-time, and candidates may be required to work remotely or on-site in Iraq, depending on the needs of the project. Compensation will be commensurate with experience and qualifications, and additional benefits may be provided as per UNDP policies.
