Job Overview:
The Legal Consultant for the Ghana PlanetGOLD project will play a crucial role in reviewing legal instruments related to a revolving fund and supporting the establishment of financial mechanisms that enhance access to finance and promote responsible supply chains in the Artisanal and Small-Scale Gold Mining (ASGM) sector. This position requires a deep understanding of legal frameworks and financial mechanisms that can facilitate responsible mining practices. The consultant will be expected to provide expert legal advice, conduct thorough analyses of existing legal documents, and propose necessary amendments or new legal instruments to support the project's objectives. The assignment is structured over a period of 30 working days distributed across six months, allowing for flexibility in the consultant's schedule while ensuring that project milestones are met.

Duties and Responsibilities:
The primary duties and responsibilities of the Legal Consultant include:
  • Reviewing existing legal instruments related to the revolving fund and identifying gaps or areas for improvement.
  • Providing legal advice on the establishment of financial mechanisms that promote responsible supply chains in the ASGM sector.
  • Drafting legal documents, including contracts, agreements, and policy recommendations, to support the project objectives.
  • Collaborating with stakeholders, including government agencies, NGOs, and community representatives, to ensure that legal frameworks are inclusive and effective.
  • Conducting workshops or training sessions to educate stakeholders about the legal aspects of the project.
  • Preparing reports and documentation summarizing findings and recommendations for the UNDP and other stakeholders.
  • Ensuring compliance with UNDP procurement processes and guidelines throughout the assignment.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A law degree from a recognized university, with a specialization in environmental law, natural resources law, or related fields.
  • Proven experience in legal consulting, particularly in the context of financial mechanisms and responsible supply chains.
  • Strong understanding of the legal and regulatory frameworks governing the ASGM sector in Ghana.
  • Excellent analytical and problem-solving skills, with the ability to interpret complex legal documents and provide clear recommendations.
  • Strong communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with UNDP procurement processes and guidelines is an advantage.

Educational Background:
Candidates must have a minimum of a Bachelor’s degree in Law (LLB) or equivalent. A Master’s degree in a relevant field such as Environmental Law, International Development, or Public Policy is preferred. Additional certifications or training in procurement processes or project management will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant professional experience in legal consulting, particularly in areas related to environmental law, financial mechanisms, and responsible supply chains. Experience working with international organizations, government agencies, or NGOs in the context of the ASGM sector will be highly regarded. The candidate should demonstrate a track record of successfully managing legal projects and providing strategic legal advice.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in local languages spoken in Ghana, such as Twi or Ewe, would be considered an asset, as it may facilitate better engagement with local stakeholders.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration of 30 working days spread over six months. The consultant is expected to work remotely, with the possibility of in-person meetings as required. The role is part-time, allowing for flexibility in scheduling. Compensation will be based on the consultant's experience and qualifications, in accordance with UNDP's remuneration policies.
