Job Overview: The National Consultant on Border Force Community Outreach will be responsible for strengthening the capacity of Tajik Border Force Officers in community outreach and awareness-raising initiatives. This position requires the consultant to engage with various stakeholders, including local communities, to enhance the understanding and cooperation between border forces and the public. The consultant will work closely with the UNDP team and local authorities to develop strategies and programs that promote community engagement and awareness regarding border security" style="border-bottom: 1px dotted #007bff !important;">security and related issues. The consultant will also be expected to conduct training sessions, workshops, and outreach activities aimed at improving the relationship between border forces and the communities they serve. The assignment will take place over a period of 60 working days from May to September 2026, with travel to various districts and cities within Tajikistan.
Duties and Responsibilities: The duties and responsibilities of the National Consultant include but are not limited to:
Assessing the current capacity of Tajik Border Force Officers in community outreach and identifying areas for improvement.
Developing a comprehensive training program tailored to the needs of border force officers, focusing on community engagement and awareness-raising techniques.
Conducting training sessions and workshops for border force personnel to enhance their skills in communication, public relations, and community interaction.
Collaborating with local communities and stakeholders to foster trust and cooperation between border forces and the public.
Designing and implementing outreach activities that promote awareness of border security issues and the role of border forces in ensuring safety and security.
Monitoring and evaluating the effectiveness of training programs and outreach initiatives, providing feedback and recommendations for future improvements.
Preparing reports and documentation on the progress of the assignment and presenting findings to UNDP and relevant stakeholders.
Required Qualifications: The required qualifications for the National Consultant position include:
A strong background in community outreach, public relations, or a related field.
Proven experience in conducting training programs or workshops, particularly in a governmental or law enforcement context.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse audiences.
Knowledge of border security issues and the operational context of border forces in Tajikistan.
Familiarity with the UNDP's mission and objectives, particularly in relation to community development and security.
Educational Background: The educational background required for this position includes a minimum of a bachelor's degree in social sciences, public administration, international relations, or a related field. A master's degree in a relevant discipline is preferred and may be considered an asset.
Experience: The level of experience needed for the National Consultant position includes at least 5 years of relevant professional experience in community outreach, training, or capacity building, particularly in the context of law enforcement or border security. Experience working with international organizations or governmental agencies is highly desirable.
Languages: The mandatory language requirement for this position is proficiency in Tajik and Russian. Knowledge of English is considered an asset and would be advantageous for communication with international stakeholders and documentation.

The consultant will be expected to travel to various locations within Tajikistan, including Dushanbe, Panj, Hamadoni district, Darvoz district, and Khorog city.
