Job Overview:
The position of Three national consultants to draft the new Law on thermal energy is a critical role within the UNDP's 'Greening the future and advancing rights and stability' Project. The consultants will be responsible for providing expert advice and drafting legal frameworks that will govern thermal energy in Moldova. This role requires a deep understanding of energy policies, legal drafting, and the socio-economic context of Moldova. The consultants will work closely with stakeholders, including government officials, civil society, and other relevant parties, to ensure that the new law is comprehensive, effective, and aligned with international standards. The consultants are expected to conduct thorough research, engage in consultations, and produce high-quality legal documents that reflect the needs and priorities of the country.

Duties and Responsibilities:
The duties and responsibilities of the national consultants include:
  • Conducting a comprehensive analysis of the current legal framework governing thermal energy in Moldova.
  • Engaging with stakeholders to gather input and feedback on the proposed legal changes.
  • Drafting the new Law on thermal energy, ensuring it is clear, coherent, and legally sound.
  • Preparing reports and documentation that outline the rationale for the proposed legal changes.
  • Providing recommendations for implementation strategies and monitoring mechanisms for the new law.
  • Collaborating with UNDP and other partners to ensure alignment with national and international energy policies.
  • Participating in workshops and meetings to present findings and gather further insights.
  • Revising drafts based on feedback from stakeholders and UNDP.

Required Qualifications:
The required qualifications for this position include:
  • A law degree or equivalent qualification in a relevant field.
  • Proven experience in legal drafting, particularly in the area of energy law or public policy.
  • Strong understanding of the energy sector in Moldova and relevant legal frameworks.
  • Excellent analytical and research skills.
  • Ability to work collaboratively with diverse stakeholders.
  • Strong communication skills, both written and verbal, in the official language of Moldova.
  • Familiarity with international best practices in energy legislation is an advantage.

Educational Background:
Candidates must possess a law degree or an equivalent qualification in a relevant field. Additional certifications or training in energy law, public policy, or related areas will be considered an asset. A strong academic background with a focus on legal studies is essential for this role.

Experience:
Candidates should have a minimum of 5 years of professional experience in legal drafting, policy analysis, or related fields. Experience working with governmental or international organizations on energy-related projects is highly desirable. Proven track record of successfully drafting legislation or legal documents is essential for this position.

Languages:
Fluency in the official language of Moldova is mandatory. Proficiency in English is also required, as the consultants will need to engage with international stakeholders and produce documents in English. Knowledge of other languages, particularly Russian, is considered an asset and may enhance communication with various stakeholders.

Additional Notes:
This position is offered as an individual contractor role under the procurement process of UNDP. The contract duration and specific terms will be discussed upon selection. The position is expected to be full-time, and the consultants will be required to work closely with the UNDP team in Moldova. Compensation will be competitive and commensurate with experience.
