Job Overview: The Human Resources Officer (Partnership) position at DRC is a critical role that focuses on providing comprehensive HR support to partner organizations. The successful candidate will be responsible for advising partners on various aspects of human resource management, including recruitment processes, employment relations, and payroll principles. This role requires a proactive approach to improving HR processes in alignment with Ukrainian legislation and DRC's internal policies. The HR Officer will also conduct assessments of partners' HR management systems, identify gaps, and prepare reports with practical recommendations. Compliance with legal standards and risk management will be key components of this role, as the officer will need to ensure that partners' HR processes adhere to relevant laws and organizational policies. Additionally, the position involves training and capacity building, where the officer will plan and deliver HR-related training sessions to enhance the capabilities of partner organizations.
Duties and Responsibilities: The Human Resources Officer (Partnership) will have a diverse set of duties and responsibilities, including but not limited to:
Providing HR support and advisory services to partner organizations, assisting them with recruitment processes, employment relations, and payroll management.
Conducting regular assessments of partners' HR management systems to evaluate the availability of policies, procedures, and documentation.
Identifying gaps and potential risks in partners' HR processes and preparing detailed reports with recommendations for improvement.
Ensuring compliance with Ukrainian legislation and DRC's internal policies by monitoring partners' HR processes and providing guidance on risk mitigation.
Advising partners on transparent and fair recruitment practices, including the development of job descriptions and the composition of recruitment panels.
Planning and delivering HR-related training sessions for partners, contributing to the development of training materials, and collecting feedback to improve future training initiatives.
Traveling to partner organizations as necessary to provide on-site HR support and consultations.
Required Qualifications: To be considered for the Human Resources Officer (Partnership) position, candidates must meet the following qualifications:
A minimum of 2 years of professional experience in HR management, administration, or related fields.
Experience working with partner organizations, NGOs, or within the humanitarian sector is highly desirable.
A higher education degree in HR Management, Labor Economics, Law, Documentation and Information Activity, Record Keeping, or a related field.
Strong knowledge of labor legislation, employment regulations, and HR management practices.
Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
Fluency in Ukrainian and at least an intermediate level of English are mandatory.
Experience in organizing and delivering training sessions and presentations is considered an asset.
Educational Background: Candidates applying for the Human Resources Officer (Partnership) position should possess a higher education degree in one of the following fields: HR Management, Labor Economics, Law, Documentation and Information Activity, Record Keeping, or a related specialization. This educational background is essential to ensure that the candidate has a solid understanding of HR principles, labor laws, and the necessary skills to effectively manage human resources in a complex environment.
Experience: The ideal candidate for this position should have a minimum of 2 years of professional experience in HR management, administration, or related roles. Experience working with partner organizations, particularly in the NGO or humanitarian sector, is highly advantageous. Languages: Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication with partners and stakeholders. Knowledge of other languages may be considered a plus but is not required.
Additional Notes: The Human Resources Officer (Partnership) position is a full-time role with a fixed-term employment contract lasting 12 months, including a probationary period of 3 months. The position is based in Kyiv, Ukraine, and requires travel across the country to provide support to partner organizations. The start date for this position is as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for employees on national contracts.
