Job Overview:
The position of Consultant for GF Grant Cycle 8 (GC8) HIV/TB Funding Request involves providing expert consultancy services to support the Global Fund's funding request for HIV and TB programs in Zimbabwe. The consultant will be responsible for preparing and submitting a comprehensive funding proposal that aligns with the Global Fund's guidelines and priorities. This role requires a deep understanding of the HIV/TB landscape in Zimbabwe, including the current challenges, needs, and opportunities for intervention. The consultant will work closely with various stakeholders, including government agencies, civil society organizations, and health service providers, to gather relevant data and insights that will inform the funding request. The assignment is expected to span 25 consultancy days, taking place between April 20 and July 25, 2026, during which the consultant will engage in research, stakeholder consultations, and proposal writing to ensure a robust and compelling submission to the Global Fund.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to: conducting a thorough analysis of the current HIV and TB situation in Zimbabwe; identifying gaps in service delivery and areas for improvement; engaging with stakeholders to gather input and feedback on the funding proposal; drafting the funding request document in accordance with Global Fund requirements; ensuring that the proposal reflects the needs and priorities of the affected populations; coordinating with UNDP and other partners to align the proposal with national health strategies; and submitting the final proposal through the UNDP Quantum supplier portal by the specified deadline. Additionally, the consultant may be required to present the proposal to relevant stakeholders and make adjustments based on feedback received during the review process.

Required Qualifications:
Candidates must possess a strong background in public health, particularly in the areas of HIV and TB. A proven track record of successfully developing funding proposals for health programs is essential. The consultant should have excellent analytical and writing skills, with the ability to synthesize complex information into clear and compelling narratives. Familiarity with the Global Fund's funding mechanisms and requirements is highly desirable. Strong interpersonal skills are necessary for effective stakeholder engagement and collaboration. The consultant should also demonstrate a commitment to gender equality and human rights in health programming.

Educational Background:
A minimum of a Master's degree in Public Health, Social Sciences, or a related field is required. Additional certifications or training in project management, proposal writing, or health financing will be considered an asset. Candidates with relevant academic qualifications and professional experience in health program implementation will be prioritized.

Experience:
The ideal candidate should have at least 5 years of professional experience in public health, with a focus on HIV and TB programs. Experience working with international organizations, government agencies, or NGOs in Zimbabwe or similar contexts is preferred. Proven experience in developing successful funding proposals for health initiatives is crucial, as well as familiarity with the Global Fund's processes and requirements. The consultant should also have experience in conducting stakeholder consultations and engaging with diverse groups, including government officials, community leaders, and health service providers.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of local languages spoken in Zimbabwe, such as Shona or Ndebele, would be considered an advantage, as it may facilitate better engagement with local stakeholders and communities.
