Job Overview:
The position involves training instructors who will subsequently train operators of biometric voter identification devices (BVIDs) and optical scanners for the upcoming elections in Bosnia and Herzegovina. The successful candidate will conduct fourteen one-day training sessions aimed at equipping up to 500 trainers with the necessary skills to handle these election technologies effectively. The training will cover various aspects of the BVIDs and optical scanners, including hardware components, installation, diagnostics, functionalities, and troubleshooting. The objective is to enhance the capacity of the Central Election Commission (CEC) of BiH to administer the electoral process efficiently and in line with international standards. The role is crucial for ensuring that the electoral process in BiH is conducted with integrity and transparency, thereby contributing to the overall democratic development of the country.

Duties and Responsibilities:
The successful candidate will be responsible for delivering fourteen one-day training sessions to trainers who will operate BVIDs and optical scanners on Election Day. Key responsibilities include:
  • Preparing training materials and presentations that cover the hardware and software aspects of BVIDs and optical scanners.
  • Conducting hands-on training sessions that include practical exercises and scenario-based problem-solving.
  • Ensuring that participants understand the administrative procedures of the CEC BiH regarding the handling of election technology.
  • Compiling lists of participants and maintaining records of training sessions.
  • Providing a short report summarizing the training activities and outcomes.
  • Collaborating with the National Political Officer and other stakeholders to ensure the training aligns with the overall objectives of the OSCE Mission.

Required Qualifications:
Candidates must possess a first-level university degree in a relevant field, such as information technology or education. Additionally, a minimum of two years of professional experience in information technologies is required. Alternatively, candidates with at least six years of relevant work experience may be considered in lieu of the degree. Experience in delivering technical training and supporting projects related to election technologies is essential. Candidates should demonstrate a strong understanding of the operation of BVIDs and optical scanners, as well as the electoral context in Bosnia and Herzegovina. Professional fluency in local languages and excellent communication skills are mandatory, along with digital literacy and proficiency in Microsoft Office tools.

Educational Background:
The educational requirement for this position is a first-level university degree in a relevant field. This could include degrees in information technology, education, or related disciplines. Candidates with extensive relevant work experience may be considered even if they do not hold a formal degree, provided they have at least six years of experience in the field.

Experience:
The position requires a minimum of two years of professional experience in information technologies. However, candidates with six years of relevant work experience may be accepted in lieu of the first-level university degree. Experience in delivering technical training and involvement in projects related to election technologies is crucial for this role, as it ensures that the candidate is well-equipped to train others effectively.

Languages:
