Job Overview: The Finance Officer position is a critical role within the EpiC project in Cameroon, which aims to achieve HIV epidemic control among at-risk populations. The Finance Officer will manage finance and administrative associates, report to the Senior Finance & Operations Officer, and be responsible for performing various accounting functions. This includes recording, classifying, examining, and analyzing financial transactions. The role requires coordination of financial and accounting operations, supporting overall financial monitoring, and providing guidance to project finance and operations staff to ensure the fiscal well-being of the project. The Finance Officer will also review and consolidate Country Office financials monthly, process journal entries, manage cash receipts, and assist in training and inquiries related to financial operations.
Duties and Responsibilities: The Finance Officer will apply accounting principles and practices to a range of fiscal functions, including budgeting, forecasting, and cost accounting. Responsibilities include supporting field programs through training on financial systems, reviewing monthly financial reports for accuracy, reconciling accounts, and maintaining subsidiary ledgers. The officer will assist in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis projects, prepare risk assessment reports, and ensure compliance with Cameroonian tax laws. The role also involves preparing reports requiring interpretation and analysis, participating in audits, and performing other duties as assigned. The Finance Officer must demonstrate mastery of Generally Accepted Accounting Principles (GAAP) applicable to the non-profit sector in Cameroon and apply in-depth knowledge of tax laws to ensure compliance and strategic financial planning.
Required Qualifications: Candidates must possess a Bachelor's Degree or its international equivalent in Accounting, Business Administration, Finance, or a related field. A minimum of 5 years of progressively responsible experience in accounting, finance, and operational management is required, particularly in a government contracting environment. Knowledge of U.S. Government grants, contracting, and auditing standards is essential. Proficiency in spreadsheet software is required, along with excellent analytical and organizational skills. Candidates should also demonstrate sensitivity to cultural differences and an understanding of the sociopolitical nuances in the operating environment.
Educational Background: The educational background required for this position includes a Bachelor's Degree or its international equivalent in Accounting, Business Administration, Finance, or a related field. This educational foundation is crucial for understanding the complexities of financial management within the context of non-profit organizations and government contracting.
Experience: The position requires a minimum of 5 years of progressively responsible experience in accounting, finance, and operational management.
