Job Overview:
The Finance Manager is responsible for leading the finance teams within the organization, ensuring compliance with HI’s standards and local regulations in the finance sector. This role involves developing and implementing financial strategies and operational financial management within the designated area of responsibility. The Finance Manager acts as the finance focal point for the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, providing advice and support in financial matters. As a member of the Senior Management Team (SMT), the Finance Manager collaborates with other business managers to develop and implement the operational strategy. The position also includes supporting the Compliance department in relation to donor and national audits, as well as administrative and legal matters linked to the finance department. The Finance Manager plays a crucial role in ensuring financial integrity and operational efficiency within the organization.

Duties and Responsibilities:
The Finance Manager's duties and responsibilities include:
  • Management of the Finance team, ensuring effective leadership and support.
  • Drafting, revising, and implementing the operational strategy (Stratop) in line with HI's financial policies.
  • Overseeing compliance with HI’s financial policies, processes, and tools within the area of responsibility.
  • Directing and controlling compliance with the legal framework of the country or countries of intervention.
  • Supervising internal controls within the finance department.
  • Ensuring effective financial and budget management, including accounts management.
  • Managing the financial aspects of institutional funding in accordance with donor guidelines and contractual obligations.
  • Overseeing cash-flow management to ensure financial stability.
  • Facilitating professional development by disseminating standards and nurturing local talent. 1
  • Preparing for and responding to emergencies as required.

Required Qualifications:
The position requires proven experience of at least 3 years in a Manager or Coordinator role in Finance within a humanitarian context. Candidates should possess a strong understanding of financial frameworks and regulations, along with confirmed experience in team management. The ideal candidate will be a team player with excellent collaboration skills, capable of working effectively in a challenging environment.

Educational Background:
Candidates should have a relevant educational background in finance, accounting, or a related field. A degree in finance or a similar discipline is preferred, along with any relevant certifications that demonstrate expertise in financial management.

Experience:
The Finance Manager position requires a minimum of 3 years of experience in a managerial or coordinator role within the finance sector, specifically in a humanitarian environment. This experience should include a solid understanding of financial management practices, compliance with legal and donor requirements, and team leadership.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages, particularly Ukrainian or Russian, is considered an asset and would be beneficial for effective communication within the local context.

This position is an unaccompanied role with a 12-month international contract starting from June 1, 202
  • The contract includes social coverage tailored to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2869 € gross per month, depending on experience, with additional benefits including a net monthly per diem of 578 €, a hardship allowance of 500 € net per month, and 25 paid leave days per year. The role also includes a rest and recuperation (R&R) schedule of 5 days every 8 weeks. Travel costs for air tickets and visas, as well as the transport of personal effects, will be covered. For missions exceeding 12 months, a child allowance of 100€ per month per child (from the second child) will be provided. Housing will be collectively arranged by HI, and local packages will be offered for residents in the country.
