Job Overview: The Team Leader (TL) is responsible for providing overall leadership and management of RI’s area office and staff, ensuring the implementation of high-quality programs, effective operations, sound financial management, and strong external representation within the assigned geographical area. The TL will oversee field operations in collaboration with Deputy Country Directors (DCDs) and Program Managers to ensure the delivery of safe and impactful programs. This role requires the TL to lead complex, multi-grant, multi-sector operations in fragile security" style="border-bottom: 1px dotted #007bff !important;">security contexts, exercising delegated financial and operational authority, managing security risks, and ensuring compliance with organizational and donor requirements. The TL will also strengthen coordination and accountability across all sectors to meet the organization’s strategic goals.
Duties and Responsibilities: The Team Leader has a comprehensive set of responsibilities that include managing the RI staff and area office, ensuring positive and collaborative working relationships in line with RI's Code of Conduct, and leading performance planning and evaluation processes. The TL is tasked with establishing, monitoring, and regularly reviewing measurable KPIs to strengthen accountability across field operations. This includes overseeing the efficiency and timeliness of staff movement planning, procurement follow-up, and resolving operational bottlenecks. The TL will collaborate with DCD Field Coordination, DCD Programs, and Sectoral Technical Coordinators to provide oversight for program plans and projects, ensuring operational feasibility, resource availability, and security clearance. The TL will also drive daily program execution, approve operational adjustments, hold regular meetings to review program progress, and develop corrective action plans. Additionally, the TL will represent RI at regional coordination forums, engage with local stakeholders, and ensure adherence to finance, logistics, IT, security, HR, and procurement policies.
Required Qualifications: Candidates must possess a university degree in Political/Social Sciences, International Rural Development, Public/Business Administration, or a related field. Proven experience in area or field management in humanitarian or fragile contexts is essential, along with strong experience in field operations, security management, and multi-sector coordination. Demonstrated knowledge of donor compliance is also required, as well as strong leadership, multicultural people management, and decision-making skills. Excellent interpersonal and communication skills are necessary for liaising with local authorities, donors, partners, program participants, and communities. Candidates should be able to identify potential problems, communicate them effectively, and propose solutions to management.
Educational Background: A university degree in a relevant field such as Political/Social Sciences, International Rural Development, Public/Business Administration, or a related discipline is required for this position. This educational background provides the necessary foundation for understanding the complexities of humanitarian work and the operational challenges faced in fragile contexts.
Experience: Candidates should have proven experience in area or field management within humanitarian or fragile contexts. This includes strong experience in field operations, security management, and multi-sector coordination. Familiarity with donor compliance and the ability to navigate complex operational environments are also critical for success in this role.
Languages: Fluency in English, both written and spoken, is mandatory for this position. This proficiency is essential for effective communication with stakeholders, reporting, and ensuring compliance with donor requirements. Additional language skills may be considered an asset, particularly if they are relevant to the local context.
