Job Overview: The Analytics Solution Officer position is a full-time role based at the EIB's headquarters in Luxembourg, requiring regular office presence. The officer will be part of the Group Information Systems Directorate, specifically within the Data Management Division's Analytics & Reporting Unit. The primary purpose of this role is to ensure the stable, efficient, and high-quality delivery of business-critical IT applications and services that support the EIB Group's business processes. The officer will be responsible for the ownership and continuous evolution of analytics solutions, ensuring reliable operations while supporting ongoing change initiatives. This role involves coordinating internal teams and external service providers in alignment with the IT strategy and policies, thereby safeguarding continuity of service and enhancing service delivery governance.
Duties and Responsibilities: The Analytics Solution Officer will have a comprehensive set of responsibilities, including:
Ensuring end-to-end ownership and daily delivery of analytics solutions and related services, maintaining their availability, performance, security" style="border-bottom: 1px dotted #007bff !important;">security, and compliance with internal standards.
Managing the full lifecycle of assigned solutions, from planning and sourcing through implementation, operation, and controlled evolution, including the development of roadmaps and service models.
Coordinating and steering external providers in a multi-vendor setup to ensure effective business-as-usual operations and measurable service performance through regular follow-ups, controls, and reporting.
Supporting the definition and execution of externalization initiatives, ensuring clear ownership, effective controls, service assurance, and compliance with contractual obligations.
Liaising with business stakeholders, internal IT teams, and external partners to translate functional needs into sustainable analytics solutions.
Contributing to project and delivery activities related to the acquisition of software and services, ensuring consistency with business priorities, enterprise architecture principles, IT security requirements, and applicable policies.
Supporting continuous improvement of analytics platforms and services by identifying optimization opportunities, promoting standardization, and reducing solution complexity where appropriate.
Maintaining awareness of functional and technical evolutions of the platforms within the area of responsibility, advising stakeholders on relevant enhancements, options, and implications.
Ensuring appropriate governance, documentation, risk management, and reporting across service delivery and change activities. 1
Supporting operational resilience through active involvement in incident handling, change coordination, and issue escalation in collaboration with relevant parties.
Required Qualifications: Candidates must possess a university degree (minimum equivalent to a Bachelor) preferably in Engineering, Information Technology, Information Management, Economics/Finance, or a related field. Additionally, at least 5 years of relevant professional experience in analytics solution delivery, analytics platforms, or reporting environments is required. Proven experience working with external service providers in a multi-vendor or outsourced environment is essential. Hands-on experience with Power BI, including report development and platform administration, is necessary, and experience with Microsoft Fabric is considered an asset. Familiarity with other business intelligence and analytics tools such as SAP BusinessObjects, SAP Analytics Cloud, or Tableau is also advantageous. A good understanding of application lifecycle management, IT service management principles, and delivery governance is expected, along with experience in coordinating projects involving multiple stakeholders and disciplines. Experience in Data Warehouse design and methodologies would be an asset.
Educational Background: The educational background required for this position includes a university degree, ideally in fields related to Engineering, Information Technology, Information Management, Economics, or Finance. This foundational education is crucial for understanding the technical and analytical aspects of the role, as well as for engaging effectively with various stakeholders within the organization.
Experience: The position requires at least 5 years of relevant professional experience in analytics solution delivery, analytics platforms, or reporting environments. Candidates should have proven experience in managing the solution lifecycle or delivery coordination, particularly in a multi-vendor or outsourced environment. This level of experience is essential to ensure that the officer can effectively manage the complexities of analytics solutions and coordinate with various stakeholders.
Languages: Proficiency in English is mandatory, and a good command of French is also required, as both are official working languages of the EIB. Knowledge of other EU languages would be considered an advantage. Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The EIB offers appropriate training support to help employees achieve the necessary language proficiency.
