Job Overview: The Grants Management Department for HI Palestine plays a crucial role in overseeing proposal development and donor reporting across operations in the West Bank and Gaza. The position is based remotely in Amman, where part of the coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team is located. The department is currently composed of a Grants Manager and a Reporting Officer, with the latter recently recruited to enhance capacity. As the department evolves, a key priority will be the effective management and mentoring of the Reporting Officer, alongside a stronger emphasis on developing high-quality, competitive proposals that support both existing and potentially new sectors of intervention. The department also focuses on reinforcing compliance with grants management processes and refining internal systems to improve efficiency, accountability, and overall performance. The Grants Management Officer will report to the Technical Head of Programme and will be responsible for various aspects of grants management, financial reporting, capacity building, donor compliance, business development, and management of the Reporting Officer.
Duties and Responsibilities:
Grants Management: Lead the writing, review, and submission of high-quality narrative reports that accurately reflect project progress and status. Develop Cost Extensions, Non-Cost Extensions, and Modification Requests, as well as new project proposals. Ensure that project cycle management processes and tools are implemented and up to date, including grants tracker, regular communication on the status of grants, Go/No Go meetings, Kick Off Meetings, progress review meetings, and closure meetings. Address donor comments and feedback on proposals and reports promptly, coordinating with relevant staff and departments to ensure resolution and compliance. Contribute to reporting to national and local authorities as required by HI's registration/legal status in the country.
Financial Reporting and Budget Management: Monitor expenditures, conduct financial audits, and provide justifications as necessary.
Capacity Building: Train and improve the capacity of Project Managers and budget holders on donor-specific financial rules, budget management practices, narrative reporting requirements, and how to prepare Modification Requests, including Non-Cost and Cost Extensions.
Donor Compliance: Ensure that contractual obligations and reporting deadlines are known and met by Programme, MEAL, and Support Services. Conduct training for Project Managers on narrative and financial quality reporting, as well as donor rules and regulations. Interpret and apply donor financial regulations, ensuring HI's compliance with specific rules. Guide and inform program and finance teams on donor-specific financial guidelines and best practices.
Business Development: Collaborate with the Technical Head of Programme and Operation Manager to identify new funding opportunities. Support the organization and coordination of donor meetings, field visits, and regular communications to strengthen donor relationships. Contribute to the development and implementation of fundraising strategies, including donor mapping and identification of new funding opportunities. Coordinate the development of new project proposals, ensuring timely collaboration across teams and full compliance with donor requirements. Maintain a thorough understanding of donor priorities and emerging funding trends to position HI for successful grants acquisition.
Management of the Reporting Officer: Provide direct supervision and support to the Reporting Officer, ensuring the coordination, quality, and consistency of the reporting process.
CRM Management: Oversee the conversion of approved proposals into formal contracts, ensuring compliance with donor requirements. Update the status of contracts in the CRM system, providing detailed information on submission stages, report approvals, and overall progress. Manage and generate contractual amendments and import signed documents into the system. Track and manage reporting deadlines through the contract management system's action functionalities.
Required Qualifications: Candidates must have at least 2 years of experience in the humanitarian sector, preferably in grants management or business development. Proficiency in developing, reviewing, and submitting high-quality narrative and financial reports is essential. Strong skills in budget forecasting, expenditure monitoring, and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis are required. Previous experience with donor-specific requirements, such as cost eligibility and flexibility rules, is desirable, along with familiarity with donor regulations and requirements. Experience with Humanity & Inclusion and/or in the Middle East, particularly in Palestine, is considered a strong asset. Fluency in English is mandatory.
Educational Background: A relevant educational background is required, typically in fields related to international development, humanitarian assistance, finance, or a similar discipline. Candidates should possess a degree that supports their ability to perform the duties outlined in the job description effectively.
Experience: The position requires a minimum of 2 years of experience in the humanitarian sector, with a strong preference for candidates who have specific experience in grants management or business development. This experience should include a demonstrated ability to manage complex projects and navigate the intricacies of donor relationships and compliance.

The international contract provides social cover adapted to the individual's situation, including unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is paid by HI. The salary starts from 2448 € gross per month, depending on experience. Per diem and hardship allowances will be provided according to the duty location, which may vary between Amman and the West Bank.
