Job Overview: The ET Consultant position at the World Bank is focused on providing specialized expertise in the area of Digital Public Infrastructure (DPI) and trust services. The role is integral to the Digital Transformation Vertical Vice Presidency, which aims to establish the foundations of a digital economy and enhance digital infrastructure. The consultant will work closely with the DPI & Services Department to support the development of high-impact, user-centric digital services. This includes leveraging expertise in digital public infrastructure to facilitate digitalization across various sectors, ultimately unlocking benefits for individuals, businesses, and governments. The consultant will be responsible for developing reusable technical assets, architectures, and standards that support the implementation of trust services at scale, ensuring that digital transactions are secure and reliable. The position requires a deep understanding of public key infrastructure (PKI), digital signatures, and trust services, as well as the ability to communicate complex technical concepts to diverse audiences.
Duties and Responsibilities: The ET Consultant will have a range of responsibilities, including:
Providing specialist expertise to support the World Bank's work on trust services, including digital signatures, e-seals, and timestamps.
Developing and maintaining a Reference Architecture repository for PKI and Certification Authority (CA) services aligned with DPI principles.
Defining integration patterns for signature validation and remote signing services.
Creating a 'DPI trust module' specification for use in DPI stacks.
Documenting Architectural Decision Records (ADRs) for key design choices.
Maintaining standards baselines for signature creation and validation (OCSP, CRL).
Developing options and guidance for root CA models (government-operated, contracted, hybrid).
Providing guidance on the technical implementation of trust concepts and their applicability across different country contexts.
Creating a requirements library covering PKI/CA technical and operational requirements. 1
Developing procurement-ready template clauses and quality assurance checklists. 1
Maintaining a pattern catalog for embedding e-signatures and e-seals into government workflows. 1
Reviewing technical annexes, concept notes, and procurement documents for Bank-financed operations. 1
Running office hours and clinics to provide rapid technical advisory to task teams. 1
Advising on government-developed CA specifications and gap assessments. 1
Preparing learning materials and delivering enablement sessions for Bank teams working on trust services components.
Required Qualifications: Candidates must possess an advanced degree (Master's or equivalent) in Computer Science, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security, Engineering, or a related field. Additionally, they should have at least 10 years of experience in PKI, digital signatures, and trust services, with demonstrated experience in implementing or enhancing PKI and CA infrastructure. The role requires hands-on experience with Root/Sub CAs, Registration Authority (RA) processes, certificate lifecycle management, OCSP/CRL services, and Hardware Security Module (HSM) operations. A strong understanding of X.509/CRL/OCSP standards and familiarity with ETSI-aligned signature formats is essential. Candidates should also have experience defining reusable technical requirements and procurement specifications, as well as the ability to communicate complex technical topics effectively to both technical and non-technical stakeholders.
Educational Background: The educational background required for this position includes an advanced degree, such as a Master's degree or its equivalent, in fields related to Computer Science, Information Security, Engineering, or similar disciplines. This educational foundation is crucial for understanding the complex technical aspects of digital public infrastructure and trust services.
Experience: The position requires a minimum of 10 years of relevant experience in the field of PKI, digital signatures, and trust services. Candidates should have a proven track record of successfully implementing or enhancing PKI and CA infrastructure in various projects.
