Job Overview: The Senior Financial Management Specialist position is a critical role within the World Bank's Operations Policy and Country Services (OPCS) unit, which is dedicated to achieving the organization's mission of ending extreme poverty and enhancing prosperity on a sustainable planet. The role involves providing operational knowledge and intellectual leadership in financial management (FM) within the context of the World Bank's operations. The selected candidate will be responsible for a variety of tasks that include policy development, systems implementation, modernization of the FM function, and financial management oversight. This position requires a high level of motivation and operational experience, particularly in integrated risk management and the application of technology and innovation to enhance FM practices. The Senior Financial Management Specialist will work closely with various stakeholders, both within the World Bank and with external partners, to ensure effective financial management practices are implemented across the organization.
Duties and Responsibilities: The Senior Financial Management Specialist will undertake a wide range of responsibilities, including:
Policy and Systems: Providing strategic inputs for updates to the Bank's FM framework, contributing to Board Papers and policies, and focusing on the design and implementation of technology-based solutions for FM efficiency.
Modernization of the FM function: Contributing to evidence-based and data-driven modernization efforts, and bringing best practices from global leaders in governance and technology.
Financial Management Oversight and Risk: Engaging in corporate reviews, providing inputs to the corporate risk list, and managing relationships with internal and external partners.
Data Analysis and Technology Utilization: Utilizing data analysis and visualization tools to monitor FM quality and compliance, exploring innovative technologies to enhance FM practices, and providing technical advice on FM issues.
Knowledge Management: Supporting knowledge dissemination in FM practices and collaborating with development partners on capacity-building initiatives.
Representation: Representing OPSFM in meetings and working groups, and mentoring junior colleagues.
Required Qualifications: Candidates must be eligible for FM-accreditation, which requires membership in an IFAC recognized professional accountancy organization or relevant public sector financial management experience, along with a master's degree in accounting, finance, public policy, or a related field. Additionally, a minimum of 8 years of relevant professional experience in financial management, accounting, or auditing is required, with a strong operational background in integrated risk management and the use of AI technology and data analytics for financial oversight. Familiarity with international financial reporting and auditing standards, as well as relevant certifications in AI, data analytics, or blockchain, will be advantageous. Candidates should also possess strong communication skills in English, both verbal and written, to effectively convey complex information.
Educational Background: A master's degree in accounting, finance, public policy, or a related field is required for this position. Candidates should also have relevant professional qualifications that demonstrate their expertise in financial management and related areas.
Experience: The position requires a minimum of 8 years of relevant professional experience in financial management, accounting, or auditing, preferably within both private and public sectors. Candidates should have broad operational experience with integrated risk management and the application of AI technology and data analytics in financial reporting and oversight.
Languages: Fluency in English is mandatory for this position, as it is essential for effective communication of complex information. Additional language skills in any of the World Bank's working languages would be considered a plus, enhancing the candidate's profile.
