Job Overview:
The Roster Monitor/a position is crucial for the implementation of the Monitoring and Evaluation (M&E) Action Plan at the country office level, particularly in field offices. The role involves collecting data related to program execution and outcomes to support operational decision-making and strategic reorientation. The Monitor will collaborate closely with program implementation colleagues to develop improvement actions based on monitoring findings. Under the supervision of a Senior Monitoring Associate or Monitor, the incumbent will be responsible for ensuring that monitoring activities align with corporate standards and effectively contribute to the overall mission of WFP. This position is designed to establish a roster of qualified candidates who may be considered for future opportunities across various locations, depending on operational needs. Duties and Responsibilities:
The Roster Monitor/a will be responsible for the following duties:
  • Implement the M&E Action Plan by applying corporate standards in all field monitoring work.
  • Collaborate with field program teams to monitor program implementation and results, providing key information for necessary adjustments.
  • Establish and maintain good relationships with beneficiary communities, cooperating partners, and subcontracted monitoring partners, as applicable.
  • Integrate gender, equity, disability, protection, human rights, and other inclusion aspects into all M&E work.
  • Ensure that monitoring activities are conducted according to field-level agreements (FLA) and WFP corporate standards.
  • Collect monitoring data on processes, products, and outcomes, including distribution monitoring, activity implementation monitoring, post-distribution monitoring, and monitoring of stores/service providers, using questionnaires and guidelines developed by the country office.
  • Employ qualitative monitoring methodologies, such as key informant interviews and focus groups.
  • Support the implementation of remote monitoring methods as relevant, including obtaining beneficiary contact information and consent for surveys/interviews.
  • Conduct accountability to affected populations (CFM) activities at the field office level related to monitoring. 1
  • Follow ethical guidelines during monitoring activities, ensuring sensitivity to conflicts, protection, and accountability to affected populations. 1
  • Submit collected information to the centralized database managed by the country office and utilize escalation systems to report identified monitoring issues promptly. 1
  • Participate in regular meetings between M&E and Programs at the field level to review monitoring findings and discuss recommendations. 1
  • Provide beneficiaries with information regarding actions taken based on field monitoring findings and CFM results.

Required Qualifications:
Minimum standard qualifications include:
  • Completion of secondary education. A professional degree in economics, nutrition, agriculture, social sciences, or related fields is desirable.
  • At least four (4) years of experience in formulating, implementing, or monitoring humanitarian assistance or development programs, with at least one (1) year of experience in monitoring.
  • Experience in analyzing data related to program outputs and outcomes.
  • Proficiency in using web-based information systems and real-time data collection applications.
  • General knowledge of WFP monitoring and evaluation systems and standards is desirable.

Educational Background:
Candidates must have completed secondary education, with a preference for those holding a professional degree in relevant fields such as economics, nutrition, agriculture, social sciences, or other areas pertinent to the job functions. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively carry out the responsibilities of the Roster Monitor/a position.

Experience:
The position requires a minimum of four (4) years of relevant experience in formulating, implementing, or monitoring humanitarian assistance or development programs. Additionally, candidates should have at least one (1) year of experience specifically in monitoring activities. This level of experience is crucial for understanding the complexities of program implementation and the ability to analyze data effectively to inform decision-making processes.

Languages:
Fluency in both oral and written Spanish is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions where WFP operates. This language requirement ensures effective communication with local communities and stakeholders, which is vital for the successful execution of monitoring activities.
