Job Overview:
The Deputy Chief of Party (DCOP) position is a critical role within the upcoming MCC Belize Training and Transitioning to Work Activity. This initiative aims to enhance the efficiency, inclusivity, and effectiveness of the Technical and Vocational Education and Training (TVET) system in Belize. The DCOP will work closely with the Chief of Party (COP) to ensure the quality and timeliness of the project’s technical workstreams. The role involves leading the development of evidence-based strategies to reform the TVET system, implementing national policies, strengthening the National Training Agency, and modernizing curricula. The DCOP will also be responsible for the design, development, implementation, monitoring, and evaluation of activities aimed at improving the quality, equity, relevance, and efficiency of the TVET system. This position requires a demonstrated ability to work in complex environments and manage diverse teams effectively to deliver impactful results.

Duties and Responsibilities:
The DCOP will coordinate closely with the COP on all technical matters and provide support in leadership and management of the project, including budget formulation and oversight. Key responsibilities include leading project interventions related to technical design, implementation, and quality assurance of TVET interventions, ensuring they are evidence-based and aligned with the Ministry of Education and labor market demands. The DCOP will coordinate technical support to the Government of Belize and local entities, guide the development of sector skills councils and accreditation systems, oversee technical outputs from implementing partners, and develop local partner capacity-building activities. Additionally, the DCOP will support project monitoring and evaluation activities, provide leadership to technical staff, and collaborate with in-country and headquarters-based teams to ensure compliance with best practices and regulations.

Required Qualifications:
Candidates must possess a Master’s degree in education, public administration, international development, or a related field. A minimum of 12 years of experience in education reform, particularly in the secondary education or TVET sector, is required. Preference will be given to those with experience in policy and accreditation, curriculum development, competency-based training, and work-based learning models. Candidates should have at least 10 years of related work experience in progressively senior roles, including three years in leadership positions, preferably within a non-governmental organization. Knowledge of Belizean education systems and experience working with government stakeholders and donors is essential.

Educational Background:
A Master’s degree in a relevant field such as education, public administration, or international development is required for this position. This educational background is crucial for understanding the complexities of education systems and the necessary reforms needed to improve them.

Experience:
The position requires at least 12 years of experience in education reform, with a strong focus on secondary education or the TVET sector. Candidates should have a proven track record of working in increasingly senior roles, with at least three years in leadership positions. Experience in managing programs similar in scope and scale to this project is highly desirable, along with a demonstrated ability to work in complex environments and manage diverse teams effectively.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
This position is contingent upon award and is expected to be based in Belize. The anticipated salary range for this role is BZD 80,000 - 100,000 annually, depending on the candidate's relevant experience and education.
