Job Overview:
The Program Officer, Instructional Design position at the IRC is a critical role that supports the organization's efforts as a subcontractor for the Office of Refugee Resettlement National Call Center and Sexual Abuse Hotline. This position is responsible for designing and delivering learning resources tailored for call center staff, collaborating closely with subject matter experts to ensure that training aligns with contractor requirements and an established training plan. The role involves conducting learning needs assessments, establishing learning objectives, and developing content that meets the training needs of call center staff. The Program Officer will also be tasked with creating multimedia learning tools, facilitating training programs, and evaluating the effectiveness of training methodologies to enhance understanding among staff. This position is essential for ensuring that the call center staff are well-equipped to provide support and assistance to those in need, thereby contributing to the overall mission of the IRC.

Duties and Responsibilities:
The duties and responsibilities of the Program Officer, Instructional Design include: assisting the subcontract team in executing a vision for call center staff training and development; collaborating with subject matter experts to conduct learning needs assessments and establish learning objectives; designing and developing training content that meets the needs of call center staff; ensuring that training needs are met through iterative products that respond to learner feedback; developing multimedia learning tools; facilitating virtual and potentially in-person training programs; identifying and implementing educational technologies to enhance training approaches; contributing relevant training data to Monthly Contract Management Reports; maintaining training records for all staff; evaluating training efficacy and adjusting methodologies and materials as needed; and supporting the program's established training plan. This role requires a proactive approach to training development and a commitment to continuous improvement in training delivery.

Required Qualifications:
The required qualifications for the Program Officer, Instructional Design position include a Bachelor’s Degree in instructional design, education, or a related field, or equivalent work experience and/or certification. A graduate degree is highly desired. Candidates should have a minimum of four years of experience in developing and implementing training, technical assistance, capacity-building, or education programs. Experience in creating innovative virtual multimedia trainings, such as webinars and online courses, is essential. Additionally, candidates should demonstrate a proven ability to develop training curricula and support materials, possess a deep understanding of instructional design principles including adult learning theory, and have experience with program monitoring and evaluation. Proficiency in eLearning content creation software, audio/video editing tools, and the MS Office suite is also required, along with excellent writing, editing, and presentation skills.

Educational Background:
Candidates for the Program Officer, Instructional Design position should possess a Bachelor’s Degree in instructional design, education, or a relevant field. A graduate degree is highly preferred, as it demonstrates a higher level of expertise and knowledge in the field. Relevant certifications in instructional design or related areas are also advantageous and may enhance a candidate's qualifications for this role.

Additional Notes:
The Program Officer, Instructional Design position may require remote work, either full-time or part-time, and part-time remote employees may need to share workspace. The compensation for this role ranges from $70,000 to $85,000, with the exact offer being determined based on various factors such as labor market conditions, job type, internal equity, and the candidate's experience and skills.
