Job Overview: The Director of Finance and Administration (DFA) will play a crucial role in overseeing the operations, finance, and human resources functions of the upcoming MCC Belize Training and Transitioning to Work Activity. This initiative aims to enhance the efficiency, inclusivity, and effectiveness of systems related to governance, financing, and quality assurance within the Technical and Vocational Education and Training (TVET) system in Belize. The position is contingent upon the award of the project and will be based in Belize. The DFA will be responsible for ensuring the effective utilization of resources, managing procurement, logistics, and contracts, and ensuring compliance with all applicable regulations. The role requires a strong focus on the timely and effective delivery of program activities, making it essential for the DFA to collaborate closely with various stakeholders, including FHI 360’s country, regional, and headquarters staff, to ensure adherence to best practices and regulatory frameworks.
Duties and Responsibilities: The Director of Finance and Administration will have a wide range of responsibilities, including but not limited to: providing leadership over the financial and contractual aspects of the project; developing and implementing internal organizational and financial processes; ensuring compliance with US and local rules, regulations, and policies; overseeing and managing budgets, grants, operational plans, reporting, and financial compliance; ensuring efficient management and utilization of resources in accordance with FHI 360 and donor policies; providing guidance and supervision to program staff; collaborating with FHI 360’s country, regional, and headquarters staff to ensure project implementation aligns with organizational and industry best practices; contributing to timely and accurate reporting; supervising the recruitment, hiring, and management of operations and finance teams as well as local consultants; and supporting the performance management and professional development of direct reports through ongoing feedback, coaching, and career support.
Required Qualifications: Candidates must possess a Master’s degree (preferred) in Accounting, Finance, Business Administration, social sciences, or a related field. A minimum of 8 to 10 years of progressively responsible operational and financial management experience in support of large-scale international development programs is required. Proven leadership experience in administering similar-sized international donor technical assistance projects is essential. Candidates should have experience in budgeting, financial management, and policies and procedures, particularly related to US Government programming. Strong consultative and negotiation skills are necessary, along with the ability to analyze and establish effective organizational procedures and management systems. Good analytical and problem-solving skills are also required, as well as the ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines. Proven ability to coordinate with government stakeholders, donors, and non-governmental organizations is crucial, as is the ability to manage tight deadlines and deliver high volumes of work with minimal supervision. Demonstrated leadership, strategic planning, effective organizational development, partnership-building, capacity-building, managerial, team-building, and communication skills are also required.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as Accounting, Finance, Business Administration, social sciences, or a related discipline. This advanced degree is preferred as it provides the necessary theoretical and practical knowledge to effectively manage the financial and administrative aspects of the project.
Experience: The position requires a minimum of 8 to 10 years of progressively responsible experience in operational and financial management, particularly in the context of large-scale international development programs. Candidates should have a proven track record of leadership in administering international donor technical assistance projects, demonstrating their ability to navigate complex financial landscapes and manage diverse teams effectively.
Languages: Fluency in English, both oral and written, is mandatory for this position. This proficiency is essential for effective communication with stakeholders, reporting, and compliance with regulations. While not mandatory, proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders or partners.
Additional Notes: The expected hiring salary range for this role is BZD 60,000 - 90,000 annually for basic salary.
