Job Overview: The National UN Volunteer Expert will play a crucial role in supporting the WHO Office in Ukraine by providing technical assistance in the procurement and installation of modular heating units for healthcare facilities. This position is vital in ensuring that the health facilities are equipped with the necessary infrastructure to operate effectively during winter months. The incumbent will be responsible for overseeing the entire process from project elaboration to installation, ensuring compliance with WHO standards and national regulations. The role requires a strong understanding of technical specifications, project management, and the ability to coordinate between various stakeholders, including the Ministry of Health and construction contractors. The expert will also be expected to contribute to the technical evaluation of contractors and ensure that all installations meet the required safety and quality standards.
Duties and Responsibilities:
Provide technical support during project elaboration, controlling the design execution schedule of the heating units, in coordination with WHO, the hospital, and the Ministry of Health.
Assist in preparing the Terms of Reference (ToR) and technical specifications, verifying project documentation and technical drawings to ensure readiness for contractor mobilization.
Contribute to the technical evaluation and selection process for construction contractors by verifying necessary documents (permits, licenses, certificates) and ensuring compliance with WHO technical requirements and national building standards.
Supervise the installation of heating units, monitoring contractor compliance with state standards, building codes, and design documentation; ensure quality and scope of work align with approved designs and WHO standards.
Monitor and verify preliminary infrastructure works, including site preparation, foundation, and utilities connections, ensuring alignment with approved technical specifications.
Control the construction schedule and oversee the contractor's maintenance of executive documentation.
Provide technical input and advice on design clarification, material selection, and technical solutions during installation.
Ensure continuous compliance with WHO and national standards during installation, contributing to quality assurance, environmental checks, and risk mitigation activities.
Required Qualifications: Candidates must possess a strong technical background in engineering or a related field, with a focus on construction and project management. They should have a thorough understanding of national building codes and WHO standards. Strong analytical skills and attention to detail are essential, as well as the ability to work collaboratively with various stakeholders. The position requires excellent communication skills, both written and verbal, to effectively convey technical information and coordinate with contractors and health facility representatives.
Educational Background: A degree in engineering, architecture, or a related field is required. Advanced degrees or certifications in project management or construction management would be advantageous. Candidates should have a solid understanding of technical specifications and project documentation related to construction and health infrastructure.
Experience: The ideal candidate should have at least 3-5 years of experience in project management, particularly in the construction or health sector. Experience working with international organizations or NGOs is preferred. Familiarity with procurement processes and contractor management is essential, as well as experience in supervising construction projects and ensuring compliance with safety and quality standards.
Languages: Fluency in English is mandatory, and proficiency in Ukrainian or Russian is highly desirable. Knowledge of additional languages may be considered an asset, particularly for communication with diverse stakeholders in the region.
Additional Notes: This is a national UN Volunteer assignment, and the volunteer is responsible for organizing their own accommodation. The contract is full-time and lasts for the period indicated in the vacancy, with the possibility of extensions based on funding availability and performance. The monthly Volunteer Living Allowance (VLA) is USD 2405, which covers housing and living expenses. Additional benefits include a one-time entry lump sum of USD 350, medical and life insurance coverage, and various leave entitlements including annual leave, learning leave, and sick leave.
