Job Overview: The Chief of Party (COP) will lead the upcoming MCC Belize Training and Transitioning to Work Activity, which aims to enhance the efficiency, inclusivity, and effectiveness of the Technical and Vocational Education and Training (TVET) system in Belize. This position is crucial as it will oversee the implementation of a $125 million, 5-year Compact signed between the Millennium Challenge Corporation (MCC) and the Government of Belize (GOB). The COP will be responsible for providing overall leadership and management oversight, ensuring that the program aligns with the defined results of the award. The COP will manage the annual work plan and budget, develop an effective project management team, and oversee a robust monitoring and evaluation system. This role requires a proactive approach to identifying issues and risks related to program implementation and making necessary adjustments to ensure success. The COP will also serve as the primary liaison with various stakeholders, including the MCA Belize entity, MCC, and other implementing partners, ensuring that all activities and deliverables meet the stated goals and reporting requirements.
Duties and Responsibilities: The Chief of Party will lead the project team and oversee all technical and operational aspects of the activity. Key responsibilities include ensuring the quality and timeliness of contractual and technical deliverables, coordinating the preparation of annual and quarterly work plans and budgets, and directing activities to meet goals within prescribed time frames and funding parameters. The COP will establish project teams, standard operating procedures, and systems, as well as recruit and orient project staff to ensure they are familiar with program objectives and their individual responsibilities. Additionally, the COP will supervise activity implementation, ensuring that all activities and deliverables align with the project’s goals and reporting requirements.
Required Qualifications: Candidates must possess a Bachelor’s degree in education, public administration, international development, or a related field, with a Master’s degree preferred. A minimum of 10 years of related experience in progressively senior roles is required, including at least five years managing TVET education programs at a senior level (such as Project Director, Team Lead, DCOP, or COP equivalent). Candidates should have knowledge of and experience with the Belizean education system, particularly in secondary, TVET, and tertiary education, as well as relevant managerial and technical experience with similar programs. Proven ability to work in complex environments, manage diverse teams, and maintain productive relationships with government stakeholders and donors is essential. Familiarity with MCC and Government of Belize rules, regulations, policies, and procedures related to project compliance and reporting is also necessary, along with a commitment to gender and social inclusion in education.
Educational Background: The educational background required for this position includes a Bachelor’s degree in education, public administration, international development, or a related field. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in managing educational programs.
Experience: The position requires a minimum of 10 years of relevant experience, with at least five years in senior management roles specifically related to TVET education programs. This experience should include managing projects of similar scope and scale, demonstrating the ability to navigate complex environments and lead diverse teams effectively.
Languages: Fluency in English, both oral and written, is mandatory for this position. This proficiency is essential for effective communication with stakeholders and for the preparation of reports and documentation related to the project.
Additional Notes: The expected hiring salary range for this role is BZD 100,000 - 130,000 annually for basic salary.
