Job Overview: The Humanitarian Access & security" style="border-bottom: 1px dotted #007bff !important;">Security Coordinator (HASC) is a critical role within the IRC Chad program, responsible for ensuring that the organization's security policies are tailored to the local context. The HASC will provide strategic advice on humanitarian access, analyze security trends, and manage a team of security professionals. This position requires a proactive approach to developing an access strategy and framework for the country program, supporting program teams in operational strategies for new projects, and maintaining relationships with local authorities and non-state actors. The HASC will also contribute to the overall safety and security of IRC operations by providing continuous analysis of the security, economic, and political context in Chad, ensuring that IRC's mission is known and accepted in the areas of operation, and facilitating the training and capacity building of staff in security awareness and management.
Duties and Responsibilities: The HASC will have a wide range of responsibilities, including:
Facilitation of Humanitarian Access (25%): Developing an access strategy and framework, supporting program teams in operational strategies, building relationships with local authorities and non-state actors, and providing technical input for assessments of new IRC programs.
Team Management and Internal/External Coordination (20%): Providing technical support to Security Focal Points, ensuring clear work plans for safety and security staff, participating in Senior Management Team meetings, and maintaining contact with security officers from other humanitarian actors.
Context Monitoring and Analysis (15%): Analyzing the security context, identifying trends that may affect IRC operations, and producing security reports.
Operational Security and Incident Management (15%): Supporting teams in managing safety risks, ensuring adherence to security protocols, and analyzing significant incidents.
Training, Briefings, and Orientations (15%): Developing training plans, organizing security awareness training, and ensuring proper orientation for new staff.
Planning and Documentation (10%): Leading the design and update of security policies, procedures, and plans, including risk assessments and management plans.
Required Qualifications: Candidates must possess a university degree in management, political science, or a related field, or a diploma/technical certification with significant relevant experience. A minimum of 5-7 years of experience in humanitarian contexts is required, including at least 3 years in security risk management or humanitarian access in high-risk environments. Candidates should have a strong understanding of humanitarian principles, experience in coordinating complex field operations, and the ability to conduct complex contextual analyses. Strong training experience and the ability to develop and facilitate learning for diverse audiences are essential. Regional experience and proven experience in NGO security management are preferred, along with the ability to work in both French and English.
Educational Background: The ideal candidate should have a university degree in management, political science, or a related field. Alternatively, a diploma or technical certification in a related field, combined with significant relevant experience, will be considered. The educational background should reflect a strong foundation in the principles of management and security within humanitarian contexts.
Experience: The position requires a minimum of 5-7 years of professional experience in humanitarian contexts, with at least 3 years specifically focused on security risk management or humanitarian access in high-risk environments. Candidates should have proven experience in coordinating complex field operations and a strong understanding of the humanitarian principles and code of conduct relevant to NGO operations. Experience in the Sahel region or comparable high-insecurity environments is strongly preferred, particularly with exposure to access constraints and security incidents.
Languages: Fluency in both French and English is mandatory for this position. Candidates should be able to communicate effectively in both languages, as this is essential for coordinating with local authorities, non-state actors, and other humanitarian organizations. Proficiency in additional languages relevant to the region may be considered an asset.
