Job Overview:
The MEL Director will play a crucial role in the upcoming MCC Belize Training and Transitioning to Work Activity, which aims to enhance the efficiency, inclusivity, and effectiveness of the Technical and Vocational Education and Training (TVET) system in Belize. This position is responsible for establishing and managing the project's overall monitoring and evaluation (M&E) system, ensuring that all progress towards program results, indicators, and targets are systematically tracked and reported. The MEL Director will collaborate with sub-grantees, analyze data, and support the training of M&E personnel in quality assurance methods. This role also involves designing operations research to support learning, evaluation, and planning, and sharing MEL data with stakeholders to inform program improvements.

Duties and Responsibilities:
The MEL Director will design and oversee the monitoring, evaluation, and learning activities of the project. Key responsibilities include leading the development and implementation of the MEL plan, creating tools and materials for evaluation activities, and ensuring compatibility with national and donor requirements. The MEL Director will provide technical assistance for data collection and management, strengthen the M&E system, and build capacity among partners and staff. Additionally, the role involves conducting periodic reviews of M&E systems, guiding information systems for quality assurance, and disseminating successful approaches and lessons learned to stakeholders.

Required Qualifications:
Candidates must possess a Master’s degree in evaluation, demography, social science, economics, or a related field. A minimum of twelve years of experience in monitoring, evaluating, and reporting on education or social-sector programs is required, with a preference for experience in early grade reading research or assessment. The ideal candidate will have experience in designing and implementing M&E systems for USG-funded projects, strong quantitative and analytical skills, and the ability to communicate technical information effectively to diverse audiences. Proficiency in relevant software such as Stata, SAS, SPSS, Epi Info, and Atlas is essential, along with proven supervisory experience and familiarity with the education sector in Belize or the region.

Educational Background:
A Master’s degree in a relevant discipline such as evaluation, demography, social science, or economics is required for this position. This educational background is critical for understanding the complexities of monitoring and evaluation within the context of education and social programs.

Experience:
The position requires at least twelve years of relevant experience in monitoring, evaluation, and reporting, particularly in the education or social sector. Experience with USG-funded projects and familiarity with the education sector in Belize or the region is strongly preferred, as it will enhance the candidate's ability to navigate local contexts and challenges effectively.

Languages:
Fluency in English is mandatory for this role, while proficiency in Spanish and Belizean Creole is considered advantageous. This linguistic capability will facilitate effective communication with diverse stakeholders and enhance collaboration within the project.

Additional Notes:
The expected hiring salary range for this role is BZD 80,000 - 100,000 annually.
