Job Overview:
The consultant will support the UN Country Team (UNCT) and the Resident Coordinator in all necessary steps and processes to develop key documents for the UN's strategic planning and programming in Mauritania. This includes updating the Joint Work Plan for 2026-2027, and creating proposals for joint programs under the SDG Fund, the Spotlight Initiative, and the Global Development Initiative (GDI). The role requires close collaboration with various UN agencies and stakeholders to ensure coherence and effectiveness in the UN's support for Mauritania's development vision, as outlined in its Strategy for Accelerated Growth and Shared Prosperity (SCAPP). The consultant will be responsible for providing advisory services, coordinating teams, interacting with technical and financial partners, and producing essential program documents based on comprehensive analyses and consultations with key stakeholders.

Duties and Responsibilities:
The consultant will undertake a variety of tasks including:
  • Providing advisory support to the Resident Coordinator's Office and UN teams involved in developing the specified documents, including reviewing guidelines and orientation notes from various funds.
  • Coordinating UN teams involved in document development by organizing regular meetings, maintaining dialogue among agencies, facilitating discussions, and achieving consensus on decisions.
  • Interacting with technical and financial partners and national authorities as needed to conduct consultations, gather information, and ensure coherence among initiatives.
  • Producing four key documents: (1) Developing a joint program document for the Spotlight Initiative based on analysis and stakeholder consultations; (2) Creating a joint program document for the SDG Fund and the Arab Authority for Agricultural Investment and Development (AAID); (3) Developing a joint program document for the GDI; (4) Updating the Joint Work Plan for 2026-2027 through independent analysis of progress, utilizing consolidated data, and formulating operational recommendations for optimizing implementation in the final year of the cycle.

Required Qualifications:
Candidates must possess an advanced degree (Master's) in international development, public administration, law, political science, international relations, economics, or a related field. They should have 7 to 10 years of proven experience in program development, organizational strengthening, coordination, and multi-stakeholder initiatives, as well as resource mobilization. Excellent communication skills and stakeholder engagement capabilities are essential, along with a good understanding of international cooperation actors in Mauritania. Strong analytical, research, and strategic planning skills are also required, along with prior experience working with UN agencies or the World Bank and an understanding of the UN's operational context.

Educational Background:
An advanced degree (Master's) in relevant fields such as international development, public administration, law, political science, international relations, economics, or a related discipline is mandatory for this position. This educational background is crucial for understanding the complexities of international development and the operational frameworks of the United Nations.

Experience:
Candidates should have between 7 to 10 years of relevant experience in program development, organizational strengthening, coordination, and multi-stakeholder initiatives. This experience should ideally include working with international organizations, particularly within the United Nations system or similar entities, to ensure familiarity with the operational context and challenges faced in development work.

Languages:
Fluency in French and English is mandatory for this position. Knowledge of Arabic and Chinese is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and partners in the region.
