Job Overview: The consultant will support the implementation of Component 3 of the project 'Building the Capacity of Rwanda's government to advance the National Adaptation Planning Process' (Rwanda NAP) project. This role involves providing expertise on Adaptation Monitoring and Review, Knowledge Management, and Technical Advice. The consultant will be responsible for establishing and operationalizing a monitoring framework for long-term adaptation outcomes and the NAP process in Rwanda. This includes supporting the project's knowledge management activities, collecting, analyzing, and disseminating experiences and lessons learned from the NAP process, and providing technical advice and support to the implementation of the project. The consultant will work closely with the Rwanda Environment Management Authority (REMA) and other stakeholders to ensure effective monitoring and evaluation of climate adaptation strategies and to facilitate knowledge sharing among various sectors.
Duties and Responsibilities: The individual consultant will have a comprehensive set of duties and responsibilities, including:
Adaptation Monitoring and Review: - Liaise with research partners to review and identify gaps in existing monitoring and evaluation systems. - Develop a framework on adaptation indicators, targets, and means of verification aligned with the Global Goal on Adaptation (GGA) framework. - Create guidelines and training materials for the application of the national adaptation monitoring and reporting framework. - Align adaptation indicators in the updated Nationally Determined Contribution (NDC) for Rwanda with existing monitoring systems. - Define responsibilities and roles for monitoring adaptation indicators. - Work with relevant sectors to mainstream climate adaptation metrics and performance frameworks. - Facilitate the integration of performance indicators into sectoral monitoring frameworks.
Project Technical Advice: - Undertake technical reviews and provide quality assurance for project outputs. - Support the preparation of annual Project Implementation Reports and Half-Yearly Progress Reports. - Conduct field visits to support M&E implementation and identify necessary adaptations. - Provide overall technical support for the project and advise on methodologies for achieving project targets. - Assist in planning project activities and adjusting the project Results Framework, Work Plan, and Budget as needed. - Strengthen the technical quality of project M&E systems. - Liaise with project partners, donor organizations, and NGOs to ensure effective coordination of project activities. - Generate reports for the Project Steering Committee and provide professional inputs to management reports.
Required Qualifications: The position requires a Master's degree in climate change, environmental science, planning or management, disaster risk management, natural resources management, knowledge management, or project management. Alternatively, a first-level university degree (bachelor or equivalent) with two additional years of professional experience will be accepted in lieu of a Master's degree. A minimum of two years' experience in a senior technical position for planning and management of climate change, environmental, and/or natural resources management programs in developing countries is required. Solid technical knowledge of climate change adaptation planning, monitoring and evaluation, knowledge management, ecosystem-based adaptation approaches, and climate risk management is essential. Previous experience providing technical support to complex internationally funded multilateral projects is required, and experience with GEF and/or GCF projects is desirable. Familiarity with providing technical support to governments in Rwanda or East Africa is also preferred.
Educational Background: Candidates must possess at least a Master's degree in relevant fields such as climate change, environmental science, planning or management, disaster risk management, natural resources management, knowledge management, or project management. A first-level university degree (bachelor or equivalent) may be accepted if accompanied by two additional years of professional experience in a related field.
Experience: The position requires a minimum of two years of experience in a senior technical role related to climate change, environmental management, or natural resources management in developing countries. Candidates should have solid technical knowledge in climate change adaptation planning, monitoring and evaluation, and knowledge management, as well as experience in providing technical support to complex, internationally funded projects.
Languages: Fluency in oral and written English and French is required for this position, as these are the working languages of the United Nations Secretariat. Proficiency in both languages is essential for effective communication and documentation in the role.
