Job Overview: The consultant will play a crucial role in strengthening Somalia’s governance and institutional capacity regarding environmental peacebuilding. The consultant's work will lead to an improved understanding of strong environmental governance, clearer governance arrangements for climate security at both state and local levels, and enhanced capacity of officials and partners in Mogadishu and Jowhar to apply environmental peacebuilding approaches in their work. The outcomes will also support the Jowhar Off-stream Storage Program (JOSP) by ensuring that governance structures are sensitive to both conflict and climate issues, contributing to coherent, partner-aligned approaches.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks aimed at enhancing governance and environmental peacebuilding capacities in Somalia. Key duties include:
Supporting ongoing policy processes by providing technical governance and environmental peacebuilding inputs;
Contributing to the development of an implementation framework to support state and local governance structures;
Co-designing and delivering trainings and workshops with partners at both the Federal and State levels;
Participating in consultations and technical discussions with UNEP, government counterparts, and NGOs;
Providing technical inputs on governance and climate security and assisting in the development of training materials;
Strengthening collaboration and alignment with relevant ministries and government entities;
Assisting the Programme Manager in securing necessary government approvals, permits, and endorsements for program activities and UNEP operations in Somalia.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in political science, international development, conflict studies, peacebuilding, public policy, environment, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of 5 years of experience in governance, peacebuilding, climate security, or environmental peacebuilding is required. Experience working within the Somali institutional landscape, with a strong understanding of local political dynamics, social structures, and decision-making environments is essential. Candidates should demonstrate the ability to advise teams on context-sensitive approaches and provide insights into local administrative and community engagement processes.
Educational Background: A Master’s degree or equivalent in relevant fields such as political science, international development, conflict studies, peacebuilding, public policy, or environment is required. A first-level university degree may be accepted with additional qualifying experience.
Experience: The position requires a minimum of 5 years of relevant experience in governance, peacebuilding, climate security, or environmental peacebuilding.
