Job Overview:

This position involves planning, supporting, and delivering complex security and safety provisions, which are essential for the effective functioning of the Bank's operations. The role requires a comprehensive understanding of the risks faced by EBRD staff and the ability to develop and implement strategies to mitigate these risks. The Principal Manager will work closely with Security Operations to deliver security solutions tailored to the Bank's activities, ensuring that all security measures align with the organization's standards and protocols. The position also entails significant overseas travel, often at short notice, to oversee security operations and ensure compliance with established guidelines.

Duties and Responsibilities:
The Principal Manager will be responsible for the development and operation of a strategic security operating model, ensuring compliance with Bank security standards. Key responsibilities include mission planning and conducting Security Risk Assessments for high-risk missions, ensuring that all personnel receive appropriate security support. The role involves liaising with third-party suppliers to ensure compliance with audit requirements and budget parameters, as well as maintaining robust emergency preparedness measures to safeguard staff during security incidents or natural disasters. The Principal Manager will design and manage an Emergency Response Team (ERT) to respond to security incidents affecting Bank staff and assets. Additionally, the role requires overseeing office security to ensure compliance with EBRD and UN standards, managing field missions, and ensuring that all travel complies with operational procedures. Training EBRD staff in security protocols and maintaining relationships with embassies, local police, and security services are also critical components of this position.

Required Qualifications:
Candidates must possess extensive experience in security and safety management, particularly within the international financial institution (IFI) community, police, armed forces, or security services. Strong leadership skills are essential, with the ability to manage effectively in high-stress environments. The ideal candidate will have a proven track record in designing and implementing security and emergency procedures, as well as project management skills, including budget reporting and task tracking. Proficiency in English, both written and spoken, is mandatory, along with excellent drafting skills for technical documentation and policy development. Candidates should also demonstrate competency in delivering training to diverse audiences and possess strong influencing and relationship-building skills across various organizational levels.

Educational Background:
A recognized qualification in security or safety is required for this position, with a formal safety qualification being highly desirable. While formal qualifications are preferred, considerable relevant operational experience may be accepted in lieu of formal education, provided it demonstrates the necessary skills and knowledge for the role.

Experience:
The position requires a high level of experience in security management, particularly in unstable environments. Candidates should have a substantial record of accomplishment in security operations, with experience in managing projects and leading teams in challenging situations. Previous experience working in multicultural environments is also desirable, as the role involves significant interaction with diverse stakeholders.

Languages:
Fluency in English is mandatory for this position, both in written and spoken forms.
