Job Overview:
The Principal II Specialist, Water plays a crucial role in the technical aspects of water sector projects, contributing to all phases of the investment cycle. This position primarily involves project preparation, with some involvement in project implementation and monitoring. The specialist will assess project opportunities and risks, focusing on engineering perspectives while promoting sustainable solutions in urban areas. The role also encompasses supporting the Bank's infrastructure strategy, engaging in policy dialogue, managing client relationships, and assisting in business development. The specialist will be recognized for their expertise in handling complex water sector projects and will work closely with the Sustainable Infrastructure Group (SIG) to develop high-quality projects aligned with the Bank's transition mandate.

Duties and Responsibilities:
The Principal II Specialist, Water will independently conduct technical due diligence to evaluate the viability of projects in preparation. Responsibilities include screening project proposals, leading pre-feasibility site visits, engaging with stakeholders, preparing project documentation, overseeing external consultants, and providing technical inputs for securing donor financing. The specialist will also monitor project implementation, resolve delivery issues, and contribute to the development of policies and strategies related to water sector projects. They will maintain awareness of market trends, seek integrated approaches across sectors, and support the onboarding of new team members by providing coaching in technical aspects of project management.

Required Qualifications:
Candidates must possess a degree in a relevant engineering or technical discipline, with an additional higher degree in finance, economics, or business being advantageous. A proven track record in the water sector, particularly with infrastructure utility companies or international financial institutions, is essential. Candidates should demonstrate deep technical knowledge, experience in technical due diligence, and familiarity with water resources management, drinking water production, and wastewater treatment. Strong analytical skills, effective communication abilities, and experience working in cross-cultural teams are also required.

Educational Background:
A degree in engineering or a related technical field is mandatory, while a higher degree in finance, economics, or business is preferred. Candidates should have a solid understanding of theoretical concepts and principles relevant to the water sector, gained through formal education and extensive practical experience.

Experience:
Candidates should have significant experience in the water sector, particularly in technical due diligence and project monitoring. Experience with international financial institutions or technical consultancy firms is highly desirable. A background in leading and delivering projects on time and within budget is essential, along with experience in cross-cultural team environments.

Languages:
Fluency in English is mandatory, with strong verbal and written communication skills. Proficiency in additional languages from the Bank's countries of operation is considered desirable and beneficial for the role.
